1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.—The President (Senator the Honorable A. M. McMullin) took the Chair.

2. PRAYERS.

3. Question.—A question on notice was answered.

4. Papers.—The President presented the following Paper :— .

Audit Act—Finance—Supplementary Report of the Auditor-General upon other accounts for the year 1952-53. The following Papers were presented, pursuant to Statute— Lands Acquisition Act—Land acquired for— .

Defence purposes—Surrey Hills, Victoria. Postal purposes—Benalla, Victoria. Meat Export Control Act—Eighteenth Annual Report of the Australian Meat Board, for year 1952-53. Northern Territory (Administration) Act—;Crown Lands Ordinance—List and plans of the ' Hundreds of Gregory and Playford.

5. Temporary Chairmen of Committees.—The President read and laid on the. Table his Warrant nominating a Panel of Temporary Chairmen of Committees, as follows :— Pursuant to Standing Order No. 28a, I hereby nominate— Senator B. Courtice .

a panel to act as Temporary Chairmen of Committees when requested so to do by the Chairman of Committees or when the Chairman of Committees is absent. Given under my hand this tenth day of November, 1953. A. M, McMullin, ' President.

6. P resident : Temporary Relief from Chair.—The Minister for Trade and Customs (Senator O’Sullivan) moved, by leave—That, during the unavoidable absence of the Deputy-President, the President be authorized to call upon any one of the Temporary Chairmen of Committees to relieve him temporarily in the Chair, without any formal communication to the Senate. Question--put and passed. ■

7. Days of Meeting.—The Minister for Trade and Customs (Senator O’Sullivan), pursuant -to notice, moved—That the days of meeting of the Senate, unless otherwise ordered, be Tuesday, Wednesday and Thursday of each week; and that the hour of meeting, unless otherwise ordered, be Three o’clock in the afternoon of Tuesday and Wednesday, and 'Eleven O’clock: in -the forenoon of Thursday. Question—put and passed.

8. Government and General Business : P recedence.—The Minister for Trade and'Customs (Senator O’Sullivan), pursuant to notice, moved—th a t on all sitting days of the Senate during the present Session, unless otherwise ordered, Government Business shall take precedence of all other business on the Notice Paper, except Questions and Formal Motions, and except That General -Business take precedence of Government Business oh Thursdays, after eight p.m .; -and that, unless otherwise ordered, General Orders of the Day take precedence of Genera] Notices of Motion oh alternate Thursdays. . -

9. Suspension of Sittings.—The Minister for Trade and Customs (Senator O’Sullivan), pursuant to notice, moved—That, during the present Session, unless otherwise ordered, the sittings of the Senate, or of a Committee of the Whole Senate, be suspended from 12.45 p.m . until 2.15 p.m., and from 6 p.m. until 8 p.m. Question—put and passed.

10. Adjoubnment of Senate.—The Minister for Trade and Customs (Senator O’Sullivan), pursuant to • notice, moved—That, during the present Session, unless otherwise ordered, at 10.30 p.m. on days upon which proceedings of the Senate are not being broadcast, and at 11 p.m. on days when such proceedings are being broadcast, the President shall put the Question—That the Senate do now7

adjourn, which Question shall be open to debate ; if the Senate be in Committee at that hour, the Chairman shall in like manner put the Question—That he do leave the Chair and report to the Senate ; and upon such report being made the President shall forthwith put the Question—That the Senate do now adjourn, which Question shall be open to debate : Provided that if the Senate or the Committee be in division at the time named, the President or the Chairman shall not put the Question referred to until the result of such division has been declared ; and if the business under discussion shall not have been disposed of at such adjournment it shall appear on the Notice Paper for the next sitting day. Question—put and passed.

11. Standing Orders Committee.—The Minister for -Trade and Customs (Senator O’Sullivan), pursuant to notice, moved—That a Standing Orders Committee be appointed, to consist of the President, the Leader of the Government in the Senate, the Chairman of Committees, and Senators Brown, Guy, Kendall, McKenna, Nicholls and Vincent, with power to act during Recess, and to confer with a similar Committee of the House of Representatives. Question—put and passed.

12. Library Committee.—The Minister for Trade and Customs (Senator O’Sullivan), pursuant to notice, moved—That a Library Committee be appointed, to consist of the President and Senators Arnold, Cole, Kendall, McCallum, Robertson and Tangney, with power to act during Recess, and to confer or sit as a Joint Committee with a similar Committee of the House of Representatives. Question—put and passed.

13. H ouse Committee.—The Minister for Trade and Customs (Senator O’Sullivan), pursuant to notice, moved—That a House Committee be appointed, to consist of the President and Senators Amour, Aylett, Critchley, G. J. Rankin, Wedgwood and Wordsworth, with power to act during Recess, and to confer or sit as a Joint Committee with a similar Committee of the House of Representatives. Question—put and passed.

14. P rinting Committee.—The Minister for Trade and Customs (Senator O’Sullivan), pursuant to notice, moved—That a Printing Committee be appointed, to consist of Senators Eenn, Gorton, Hannaford, Sandford, Scott, Seward and Toohey, with power to confer or sit as a Joint Committee with a similar Committee of the House of Representatives. Question—put and passed.

15. Navigation Bill 1953.—The Minister for Shipping and Transport (Senator McLeay), pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend the Navigation Act 1912-1952 to give effect to the International Convention for the Safety of Life at Sea, 1948, and for other purposes. Question—put and passed.

16. R egulations and Ordinances Committee.—The President reported the receipt of letters from the Leader of the Government in the Senate nominating Senators Guy, Seward, Vincent and Wood, and from the Leader of the Opposition in the Senate nominating Senators Arnold, Byrne and Willesee to be members of the Standing Committee on Regulations and Ordinances. The Minister for Trade and Customs (Senator O’Sullivan) moved, by leave—That a Standing Committee

on Regulations and Ordinances be appointed, to consist of Senators Arnold, Byrne, Guy, Seward, Vincent, Willesee and Wood, such Senators having been duly nominated in accordance with the provisions. of Standing Order 36a. Question—put and passed.

17. Governor-General’s Opening Speech—Address-in -Reply.—Order of the Day read for the adjourned debate on the motion by Senator Anderson, viz.—That the following Address-in-Reply be agreed to :—

To His Excellency the Governor-General.

May it please Your E xcellency— We, the Senate of the Commonwealth of Australia in Parliament assembled, desire to express our loyalty to our Most Gracious Sovereign, and to thank Your Excellency for the Speech which you have been pleased, to address to Parliament. .

Debate resumed. Question—put and passed. Ordered—That the Address-in-Reply be presented to His Excellency the Governor-General by the President and such Senators as may desire to accompany him.

The President informed the Senate that he would ascertain when His Excellency the Governor-General would be pleased to receive the Address-in-Reply. When the time was fixed he would acquaint the Senate thereof. '

18. Committee of Disputed R eturns and Qualifications.—The President read and laid on the Table his Warrant appointing a Committee of Disputed Returns and Qualifications, as follows :— Pursuant to Standing Order No. 38, I hereby appoint the following Senators to be “ The Committee of Disputed Returns and Qualifications ” :—

19. Navigation Bill 1953.—The Minister for Shipping and Transport (Senator McLeay), pursuant to leave granted this day, brought up a. Bill for an Act to amend the Navigation Act 1912-1952 to give effect to the International Convention for the Safety of Life at Sea, 1948, and for other purposes. On the motion of Senator McLeay the Bill was read a first time. Suspension of Standing Orders.—Senator McLeay, pursuant to contingent notice, moved—That so

much of the Standing Orders be suspended as would prevent the Bill being passed through its remaining stages without delay. Question—put and passed. Senator McLeay moved—That the Bill be now read a second time.

On the motion of Senator McKenna the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

20. Next Meeting of the Senate.—The Minister for Trade and Customs (Senator O’Sullivan) moved— That the Senate, at its rising, adjourn till Wednesday next at three p.m. Question—put and passed.

21. Adjournment.—The Senate adjourned at twenty-seven minutes past ten p.m. till Wednesday next at three p.m. ■

22. Attendance.—Present, all the Members except Senator Wright.
