1. Meeting of Senate.—The Senate met at eleven a.m., pursuant to adjournment.—The President (Senator the Honorable A. M. McMullin) took the Chair.

5. Appropriation (Works and Services) Bill 1953-54.—Message from the House of Representatives.— The following Message from the House of Representatives was received and read :— .

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to grant and apply out of the Consolidated Revenue Fund a sum for the service of the year ending the thirtieth day of June, One thousand nine hundred and fifty four, for the purposes of Additions, New Works and other Services involving Capital Expenditure and to appropriate the Supplies granted by the Parliament for that year ”, in which it desires the concurrence of the Senate.

Suspension of Standing Orders.—The Minister for Trade and Customs (Senator O’Sullivan), pursuant to contingent notice, moved—That so much of the Standing Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. ·.

On the motion of the Minister for Rational Development (Senator Spooner) the Bill was read a first time. Senator Spooner moved—That the Bill be now read a second time. On the motion of Senator McKenna the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

6. Sales Tax (Exemptions and Classifications) Bill 1953.—Message from the House of Representatives.—The following Message from the House of Representatives was received and re a d :—

" Suspension of Standing Orders to deal with Bills together.—The Minister for Trade and Customs (Senator O’Sullivan) moved—That so much of the Standing Orders be suspended as would prevent the Questions with regard to the several stages for the passage through the Senate of all or several of the Sales Tax Bills Nos. 1 to 9 being put in one motion, at each stage, and the consideration of all or several of such Bills together in Committee of the Whole. . . . .

Question—put and passed, there being present an absolute majority of the whole number of Senators, and no dissentient voice. . . . . . . . . . . .

. Suspension of Standing Orders to prevent delay.—Senator O’Sullivan, pursuant to contingent notice, . ’ moved—That so much of the Standing Orders be suspended as would prevent the Bills being ' ' passed through all their stages without delay. . Question—put and passed.

12. Commonwealth Observatory Trust F und Bill 1953.—Message from the House of Representatives.— The following Message from the House of Representatives was received and read :— .

The House of Representatives returns to the Senate the Bill intituled “ A Bill for an Act relating to the Establishment of a Trust Fund for the purposes of the Commonwealth Observatory in the Australian Capital Territory ”, and acquaints the Senate that the House of Representatives has agreed to the Bill without amendment. ;
