JOURNALS OF THE SENATE.

THURSDAY, 30th NOVEMBER, 1950.

1. Meeting of Senate.—The Senate met at eleven a.m., pursuant to adjournment.—The President (Senator the Honorable Gordon Brown) took the Chair.

2. PRAYERS.

3. Questions.—Questions on notice were answered.

4. Papers.—The following Papers were presented, by Command of His Excellency the Governor-General— Tariff Board Report—Tractors—Question of Assistance to the Australian Industry. Ordered to be printed. Sugar—International Agreement—Protocol, dated 31st August, 1950, signed in London. The following Papers were presented, pursuant to Statute—

Australian National Airlines Act—Australian National Airlines Commission—Fifth Annual Report and Financial Accounts, for year 1949·-50. Commonwealth Public Service Act—Appointments—Repatriation Department—N. Burgess, K. P. Daly, E. W. O’Keefe, J. W. Straede.

5. K orea—Ministerial Statement.—The Attorney-General (Senator Spicer), by leave, made a statement informing the Senate of the position which had developed from Chinese intervention in Korea.

6. P ostponement.—Ordered—That Orders of the Day Nos. 4 and 5, Government Business, be postponed until after the consideration of Order of the Day No. 6.

7. Salaries (Statutory Offices) Adjustment Bill 1950.—Message from the House of Representatives.— The following Message from the House of Representatives was received and read :—

Mr. President, Message No. 50.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to increase the Salaries payable to the Holders of certain Statutory Offices ” , in which it desires the concurrence of the Senate. Archie G. Cameron,

Suspension of Standing Orders.—The Minister for Trade and Customs (Senator O’Sullivan), pursuant to contingent notice, moved—That so much of the Standing Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of the Minister for Social Services (Senator Spooner) the Bill was read a first time. Senator Spooner moved—That the Bill be now read a second time.

On the motion of Senator McKenna the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

8. National Welfare F und Bill 1950.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :—

Mr. President, Message No. 51.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘National Welfare Fund Act 1943-1945’ and to repeal certain provisions of the ‘National Welfare Fund Act 1945 ’ ”, in which it desires the concurrence of the Senate.

Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

Bill, by leave, taken as a whole, and agreed to, after debate. Bill to be reported without amendment.

The President resumed the Chair; and the Temporary Chairman of Committees (Senator Nash) reported accordingly. On the motion of the Minister for Social Services (Senator Spooner) the Report from the Committee was adopted, and the Bill read a third time.

Bills read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bills.

The President resumed the Chair; and the Temporary Chairman of Committees (Senator O’Byrne) reported accordingly. On the motion of the Minister for Social Services (Senator Spooner) the Report from the Committee was adopted, and the Bills were read a third time.

11. Commonwealth Aid R oads Bill 1950.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. .

Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

The Deputy-President resumed the Chair; and the Temporary Chairman of Committees (Senator Nash) reported accordingly. On the motion of the Minister for Fuel, Shipping and Transport (Senator McLeay) the Report from the Committee was adopted, and the Bill read a third time.

12. E stimates and B udget P apers 1950-51.—Order of the Day read for the adjourned debate on the motion by the Minister for Social Services (Senator Spooner), viz. :—That the Papers be printed. Debate resumed.

And it being 10.30 p.m.

13. Adjournment.—The President, under Sessional Order, put the Question—That the Senate do now adjourn. Debate ensued. Question—resolved in the affirmative. The Senate adjourned at two minutes to eleven p.m. till Tuesday next at three p.m.

14. Attendance.—Present, all the Members except Senators Finlay, Maher, Tangney (on leave), Tate, and Wright (on leave).
