JOURNALS OF THE SENATE.

THURSDAY, 2n d NOVEMBER, 1950.

1. Meeting of Senate.—The Senate met at eleven a.m., pursuant to adjournment.·—The President (Senator the Honorable Gordon Brown) took the Chair.

2. PRAYERS. * -

3. Question.—A question on notice was answered.

4. Papers.—The following Paper was presented, by Command of His Excellency the Governor-General— Australian Wool Board—Fourteenth Annual Report, for year 1949-50. The following Papers were presented, pursuant to Statute— Canned Fruits Export Control Act—Twenty-fourth Annual Report of the Australian Canned

Fruits Board, for year 19-19-50, together with Statement by Minister regarding the operation of the Act. Lands Acquisition Act—Land acquired for— Defence purposes—Wooloomooloo, New South Wales.

Department of the Interior purposes—Carnarvon. Western Australia. Postal purposes—Perth, Western Australia.

5. Loan (Housing) Bill 1950.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :—

Mr. President, Message N o . 33.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to authorize the Raising of Moneys to be advanced to the Stales for the purposes of Housing ”, in which it desires the concurrence of the Senate. C. F. Adermanx,

Suspension of Standing Orders.—The Minister for Trade and Customs (Senator O'Sullivan), pursuant to contingent notice, moved—That so much of the Standing Orders he suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of the Minister for Social Services (Senator Spooner) the Bill was read a first time. Senator Spooner moved—That the Bill be now read a second time. On the motion of Senator Ashley the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for a later hour of the day.

6. Commonwealth Bank Bill 1950 [No. 2].—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. On the motion of Senator McCallum the debate was adjourned. ' Ordered—That the resumption of the debate be an Order of the Day for a later hour of the day.

7. Coxciliatjox and ARBITRATION Bill 1950.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :—

Mr. President, Message N o . 34.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act. to enable the Jurisdiction of the Commonwealth Court of Conciliation and Arbitration to be exercised, in certain circumstances, by two Judges ”, in which it desires the concurrence of the Senate.

Question—put and passed. On the motion of the Attorney-General (Senator Spicer) the Bill was read a first time. Senator Spicer moved— That the Bill be now read a second time. Debate ensued. Question—put and passed. Bill read a second time. ■

The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Bill, by leave, taken as a whole, and agreed to. Bill to be reported without amendment.

The President resumed the Chair : and the Temporary Chairman of Committees (Senator Arnold) reported accordingly. On the motion of Senator Spicer the Report from the Committee was adopted, and the Bill read a third time.

8. Loan (Housing) Bill 1950.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a. second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

Bill, by leave, taken as a whole, and agreed to. Bill to be reported without amendment.

The President resumed the C hair; and the Temporary Chairman of Committees (Senator Nash) reported accordingly. On the motion of the Minister for Social Services (Senator Spooner) the Report from the Committee was adopted, and the Bill read a third time.

9. Commonwealth Bank Bill 1950 [No. 2].—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed.

And it being 10.30 p.m.—

10. Adjournment.—The President, under Sessional Order, put the Question—That the Senate do now adjourn. Debate ensued. .

Question—resolved in the affirmative. '

The Senate adjourned at eighteen minutes to eleven p.m. till Tuesday next at three p.m.

11. Attendance.—Present, all the Members except Senators Guy, Kendall, Maher, Tangney (on leave), Tate aiid Wright.
