JOURNALS OF THE SENATE.

WEDNESDAY, 26th APRIL, .1950:

1. Meeting of Senate,—The Senate met at three p.m., pursuant ,to adjournment.—The .President (Senator the Honorable Gordon Brown) took the Chair.

2. PRAYERS.

3. Questions.-—Questions on notice were answered.

4. Labour P arty’s Attitude to Use of Australian Troops in Malaya—Statement.—The Deputy-Leader of the Opposition (Senator McKenna), by leave, made a statement declaring the Federal Parliamentary Labour Party’s opposition to the suggested use of Australian armed forces in the present civil disturbances in Malaya.

5. P apers.—The following Papers were presented, pursuant to Statute— Commonwealth Public Service Act —Appointment—Department of Supply—K. H. Bradshaw. Customs Act—Customs Proclamation—No. 765. Lands Acquisition Act—Land acquired for—

Commonwealth Scientific and Industrial Research Organization purposes—North Ryde, New South Wales. Department of Civil Aviation purposes— Derby, Western Australia.

South Perth, Western Australia. Postal purposes—Bunvood, New South Wales. Life Insurance Act—Fourth Annual Report of the Insurance Commissioner, for 1949.

6. Social Services Consolidation Bill 1950.—The Senate, according to Order, resolved itself into Committee for the further consideration of the Bill.

In the Committee.

Clause 1 further considered and agreed to. Clause 2 debated and agreed to. Senator McKenna moved—That the following new clause be inserted in the B ill:— “ 2a. After section ninety-four of the Principal Act the following section is inserted :—

‘ 94a.—(1.) It is hereby declared— (a) that endowment payable under this Part is intended to be and is a child social service for the welfare of children of all members of the !·Î¹Î·|?,""η|·"ίη<’ community, that it bears no relation to the prevention or settlement soci:!1 Jj 1 x service juul . of industrial disputes or to any industrial matter and that it is to be not to affect

enjoyed quite irrespective of whether either parent of a child is aii employee earning salary or wages, is an employer or has any other means ; and (b) that the benefit of the endowment is not to be defeated or reduced by fixing the salary or wages of employees at rates less than the rates which would be paid if

the endowment were not payable.” .

The President resumed the Chair ; and the Chairman of Committees (Senator Nicholls) reported that the Committee had considered the Bill and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again on the next day of sitting.

7. Adjournment.—The Senate adjourned at nine minutes past eleven p.m. till to-morrow at three p.m.
