JOURNALS OF THE SENATE.

WEDNESDAY, 15th MARCH, 1950.

1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.—The President (Senator the Honorable Gordon Brown) took the Chair.

2. PRAYERS.

3. Questions.—Questions on notice were answered.

4. Papers.—The following Papers were presented by Command of His Excellency the Governor-General— Tariff Board Reports— Australian Flax Spinning and Weaving Industry. Baskets and Basketware.

Lavender Oil—Question of assistance to the Australian industry. Remote Controls (of the Bowden type) for Cycles and Motor Cycles. Ordered to be printed. ,

The following Paper was presented, pursuant to Statute— Lands Acquisition Act—Land acquired for Departmentof Civil Aviation purposes- -Guildford, Western Australia.

5. Social Services Consolidation Bill 1950.—The Minister for Social Services (Senator Spooner), pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend the provisions of the Social Services Consolidation Act 1947-1949 relating to Child Endowment. Question—put and passed.

G. Governor-Gf.neral’s Opening Speech—Address-ix-Rei> ly.—Order of the Day read for the adjourned debate on the motion (by Senator McCallum), viz.—That the following Address-in-Rcplv be agreed to :— '

To His Excellency the Governor-General.

May it please Your Excellency— We, the Senate of the Commonwealth of Australia in Parliament assembled, desire to express our loyalty to our Most Gracious Sovereign, and to thank Your Excellency for the Speech which you have been pleased to address to Parliament.

Debate resumed. Ordered—That the debate be adjourned till a later hour of the day. and that Senator Murray have leave to continue his speech on the resumption of the debate.

7. Social Services Consolidation Bill 1950.—The Minister for Social Services (Senator Spooner), pursuant to leave granted this day, brought up a Bill for an Act to amend the provisions of the Social Services Consolidation A d 1947-1949 relating to Child Endowment. On the motion of Senator Spooner the Bill was read a first time. Suspension of Standing and Sessional Orders.—The Minister for Trade and Customs (Senator O’Sullivan)

moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through its remaining stages without delay. Question—put and passed, there being present an absolute majority of the whole number of Senators, and no dissentient voice. Senator Spooner moved—That the Bill be now read a second time. On the motion of Senator McKenna the debate w as adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

9. Adjournment.—The Minister for Trade and Customs (Senator O’Sullivan) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed. The Senate adjourned at twenty-four minutes past eleven p.m. till to-morrow at three p.m.

10. Attendance.—Present, all the Members except Senators Arnold, Beerworth, Scott, Simmonds, Tangney and Wright.
