1. Meeting of Senate.—The Senate met at ten a.m., pursuant to adjournment.

2. PRAYERS.

3. Papers.—The following Papers were presented, by command of His Excellency the Governor-General— Australian Wool Board—Sixth Annual Report, for year 1941-42. Sugar Agreement—Eleventh Annual Report of the Fruit Industry Sugar Concession Committee, for year ended 31st August, 1942. The following Papers were presented, pursuant to Statute—

Beer Excise Act—Regulations—Statutory Rules 1942, No. 415. Lands Acquisition Act—Land acquired at Geelong, Victoria—For Commonwealth purposes. National Security Act— National Security (General) Regulations—

Orders— Control of office machines. Taking possession of land, &c. (31). Use of land. Orders by State Premiers—New South Wales, Queensland. National Security (Supplementary) Regulations—Orders by State Premier—Queensland (2). Seat of Government Acceptance Act and Seat of Government (Administration)· Act—

Regulation No. 10 of 1942 (Building and Services Ordinance). Superphosphate Bounty Act—Return of Bounty payments for year 1941-42.

4. Order of the Day D ischarged.—Ordered—That Government Business, Order of the Day No. 2 (International Affairs—Review of the War Situation, 3rd September, 1942—Ministerial Statement— Paper), be read and discharged.

5. Statute of W estminster Adoption B ill 1942.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. Question—put. The Senate divided—

The President resumed the Chair ; and the Chairman of Committees (Senator Brown)· reported accordingly. Qn the motion of the Postmaster-General (Senator Ashley) the Report from the Committee was adopted, and the Bill read a third time.

6. War Service E states B ill 1942.—Message from the House of Representatives.— - The following Message from the House of Representatives was received and read :— Mr. P resident, ■ Message No. 172.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act relating to the Estates of Deceased Members of the Naval, Military and Air Forces of the Commonwealth, and for other purposes ”, in which it desires the concurrence of the Senate. W. M. N airn,

Suspension of Standing and Sessional Orders.— The Minister for the Interior (Senator Ceilings), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of the Postmaster-General (Senator Ashley) the Bill was read a first time Senator Ashley moved—That the Bill be now read a second time.

Debate ensued. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

Clauses 1 to 10 agreed to. .

Clause 11 debated and agreed to. Clauses 12 to 15 agreed to. Title agreed to.

Bill to be reported without amendment.

The President resumed the C hair; and the Chairman of Committees (Senator Brown) reported accordingly. On the motion of Senator Ashley the Report from the Committee was adopted, and the Bill read a third time.

7. Dairying I ndustry A ssistance B ill 1942.— Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr . P resident, Message No. 173.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to provide for the granting of Assistance to the Dairying Industry with the object of aiding the Prosecution of the War, and for other purposes ”, in which it desires the concurrence of the Senate.

Clauses 1 to 9 agreed to. Preamble agreed to. Title agreed to. Bill to be reported without amendment.

The President resumed the Chair ; and the Chairman of Committees (Senator Brown) reported accordingly. On the motion of Senator Keane the Report from the Committee was adopted, and the Bill read a third time.

And it being Friday, and the hour of four o’clock p.m. having passed—

8. A djournment N egatived.—The President, under Sessional Order, put the Question—That the Senate do now adjourn— Which Question was negatived.

9. Retirement o f the Clerk of the Senate.—The President informed the Senate that Mr. R. A. Broinowski would be retiring from the Commonwealth Public Service on 30th November next, and this would be the last occasion on which he would be present as Clerk of the Senate. The President referred to Mr. Broinowski’s long association with the Parliamentary service and to his ability and courtesy in the discharge of his duties, and expressed his personal thanks for the great assistance rendered to him in the Chair. The Minister for the Interior (Senator Codings), by leave, moved·—That on the occasion of the retirement

of Robert Arthur Broinowski from the position of Clerk of the Senate, the Senate places on record its appreciation of the long and valuable service rendered by him to the Commonwealth Parliament, and conveys to him good wishes for a happy retirement. The motion, having been seconded by the Leader of the Opposition (Senator McLeay), was agreed to unanimously.

10. Leave of Absence to all Senators during Adjournment - -The Minister for the Interior (Senator Codings), by leave, moved—That leave of absence be granted to every Member of the Senate from the determination of the sitting this day to the day on which the Senate next meets. Question—put and passed.

11. N ext Meeting o f the Senate.—The Minister for the Interior (Senator Codings) moved— That the Senate, at its rising, ad journ till a day and hour to be fixed by the President, which time of meeting shall be notified to each Senator by telegram or letter. Question—put and passed.

12. Adjournment.—The Minister for the Interior (Senator Codings) moved—That the Senate do now adjourn. '

Debate ensued. Question—put and passed. The Senate adjourned at twenty minutes to five p.m. till a day and hour to be fixed by the President, which time of meeting shall be notified to each Senator by telegram or letter.

13. Attendance.—Present, ad the Members except Senators Crawford, Fraser, Gibson, James McLachlan, and Wilson. ·
