JOURNALS OF THE SENATE.

TUESDAY, 29th SEPTEMBER, 1942.

1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.

2. PRAYERS. .

3. Newspaper Reflections on the Senate—Statement by the President.—The President informed the Senate that, following on the action taken on 4th June to exclude the representatives of certain newspapers from Parliament House, he had received a communication from the General Manager of Consolidated Press Ltd., Sydney, stating that the article appearing in the Sunday Telegraph, Sydney, on 17th May last was not intended by the writer of the article or the newspaper to be a personal attack or a reflection on the Parliament. Mr. President announced that he had consulted with the Speaker of the House of Representatives, and, in view of the communication received, had informed the representatives of the newspapers concerned that they may now resume their privileges in Parliament House.

4. Papers.—The following Paper was presented, by command of His Excellency the Governor-General— Report of the Parliamentary Taxation Committee on the Income Tax Assessment Bill (No. 2) of 1942 and the War-time (Company) Tax Assessment Bill 1942. The following Papers were presented, pursuant to Statute—

Lands Acquisition Act—Land acquired at—· Bendigo, Victoria—For Defence purposes. Fremantle, Western Australia—For Defence purposes (2). Gawler, South Australia—For Defence purposes. Sale, Victoria—For Defence purposes. National Security Act—

National Security (General) Regulations—Orders— Control of—· Citrus Fruits. Highways. Prohibited Places (2). Prohibiting work on land (3). Restriction of Celery Planting (South Australia). Taking possession of land, &c. (201). Use of land (36). National Security (Land Transport) Regulations—Order—Western Australia No. 3. National Security (Liquid Fuel) Regulations—Order—Liquid Fuel (Substitute Fuels). National Security (Supplementary) Regulations—Order—Provision of First Aid Facilities. Seat of Government Acceptance Act and Seat of Government (Administration) Act—Regulation

No. 9 of 1942 (Building and Services).

5. Questions.—Questions on notice were answered.

6. B lack Marketing B ill 1942.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr. President, Message No. 157.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to provide for the Prevention of Black Marketing ”, in which it desires the concurrence of the Senate.

Suspension of Standing and Sessional Orders.—The Minister for the Interior (Senator Ceilings), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of the Minister for Trade and Customs (Senator Keane) the Bill was read a first time. Senator Keane moved—That the Bill be now read a second time. Debate ensued. ,

On the motion of Senator McLeay the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

7. Appropriation Bill 1942 -43.—Order of the Bay read for the adjourned debate on the Question—That the Bill be now read a first time. Debate resumed. . Question—put and passed. '

Bill read a first time. · On the motion of the Minister for Trade and Customs (Senator Keane) the Bill was read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

Clauses 1 to 4 agreed to. The First Schedule agreed to. The Second Schedule debated.

And the Senate having continued to sit until twelve o’clock midnight—

The Second Schedule further debated and agreed to. Preamble agreed to. Title agreed to. Bill to be reported without requests.

The President· resumed the Chair ; and the Chairman of Committees (Senator Brown) reported accordingly. On the motion of Senator Keane the Report from the Committee was adopted, and the Bill read a third time.

8. Next Meeting of the Senate.—The Minister for the Interior (Senator Collings) moved—That the Senate, at its rising, adjourn till half-past two p.m. this day. ,

Question—put and passed.

9. Adjournment.—The Minister for the Interior (Senator Collings) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed. The Senate adjourned at twenty-six minutes to one a.m. till half-past two p.m. this day.

10. Attendance.—Present, all the Members except Senators Foil, Spicer, and Wilson.
