JOURNALS OF THE SENATE

THURSDAY, 17th SEPTEMBER, 1942.

1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.

2. PRAYERS.

3. R egulations and Ordinances—Standing Committee—F ifth R eport.—Senator Spicer brought up the Fifth Report from the Standing Committee on Regulations and Ordinances. Ordered to be printed.

4. R esolutions of Condolence P assed by the Senate—R eplies.—The President informed the Senate that lie had received from Mrs. J. Hume-Cook and Mrs. R. 13. Orchard letters of thanks and appreciation for the resolutions of sympathy and condolence passed by the Senate on the occasions of the deaths of the Honorable J. Hume-Cook and the Honorable R. 13. Orchard, respectively.

5. Papers.—The following Paper was presented, by command of His Excellency the Governor-General— Superannuation Act—Third Quinquennial Report on the Commonwealth Superannuation Fund covering the period up to 31st December, 1939 (including the quinquennium ended 30th June, 1937). The following Papers were presented, pursuant to Statute—

Lands Acquisition Act—Land acquired at Becnleigh, Queensland—For Postal purposes. National Security Act—National Security (General) Regulations—Orders— Prohibiting work on land (5). Taking possession of land, &c. (118).

Use of land (11).

6. Questions.—Questions on notice were answered.

7. E ntertainments Tax Assessment Bill 1942.—The Minister for Trade and Customs (Senator Keane), according to Order, moved—That the Bill be now read a second time. Debate ensued. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Clauses 1 to 29 agreed to. Title agreed to. Bill to be reported without amendment.

The President resumed the Chair ; and the Chairman of Committees (Senator Brown ) reported accordingly. On the motion of Senator Keane the Report from the Committee was adopted. Suspension of Standing and Sessional Orders.—The Minister for the Interior (Senator Collings), pursuant

to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through its remaining stages without delay. Question—put and passed. On the motion of Senator Keane the Bill was read a third time.

8. States Grants (Entertainments Tax R eimbursement) Bill 1942.—The Minister for Trade and Customs (Senator Keane), according to Order, moved—That, the Bill be now read a second time. Debate ensued. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Clauses 1 to 5 agreed to. The Schedules agreed to. Preamble agreed to. Title agreed to. Bill to be reported without amendment.

Question—put and passed. On the motion of Senator Keane the Bill was read a third time.

10. E stimates and Budget-Papers 1942-43.—Order of the Day read for the adjourned debate on the motion by the Minister for Trade and Customs (Senator Keane), viz.—That the Papers be printed. Debate resumed. Ordered—That the debate be adjourned till the next day of sitting, and that Senator Brown have

leave to continue his speech on the resumption of the debate.

11. Ministerial Statement—Air R aid P recautions at H otel Canberra, etc.—The Minister for the Interior (Senator Collings), by leave, made a statement describing the precautions against air raids at the Hotel Canberra, and also referred to other matters which had been the subject of criticism of the Department of the Interior.

12. Adjournment.—The Minister for the Interior (Senator Collings) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed. The Senate adjourned at thirty-four minutes past ten p.m. till to-morrow at eleven a.m.

13. Attendance.—Present, all the Members except Senators Courtice, Herbert Hays, and Wilson.
