JOURNALS OF THE SENATE.

1. Meeting ok Senate.—The Senate met at three p.m., pursuant, to adjournment.

2. PRAYERS.

3. R ural I ndustries—J oint Committee—F ourth R eport.—Senator Uppill brought up the Fourth Progress Report from the Joint Committee on Rural Industries.

4. P apers.—The following Papers were presented, pursuant to Statute— Lands Acquisition Act—Land acquired at— Cavan, South Australia—For Defence purposes. Mackay, Queensland—For Defence purposes.

National Security Act— National Security (General) Regulations—Orders— Control of Machine Tools. .

Prohibited places. Taking possession of land, &c. (32). Use of land (25). National Security (Maritime Industry) Regulations—Orders Nos. 18, 19, 21.

5. Questions.—Questions on notice were answered.

6. Gift Duty Assessment Bill 1942.—Order of the Day read for the adjourned debate on the Question— That the Bill be now read a second time. Debate resumed. Question—put and passed.

Bill read a second time. ' The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Clauses 1 to 9 agreed to. Title agreed to. Bill to be reported without amendment.

The President resumed the Chair ; and the Chairman of Committees (Senator Brown) reported accordingly. On the motion of the Minister for Trade and Customs (Senator Keane) the Report from the Committee was adopted, and the Bill read a third time.

Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

Clauses 1 to 7 agreed to. Clause 8 read— On the motion of Senator McLcay the following amendment was made, after debate, viz.—page 5, line 12, leave out “ at any time ”, insert “ within twelve years from the date upon which the duty

became due and payable under the assessment ”. Clause 8, as amended, agreed to. ,

Clauses 9 to 11 agreed to. Title agreed to. Bill to be reported with an amendment.

The President resumed the Chair; and the Chairman of Committees (Senator Brown) reported accordingly. On the motion of the Minister for Trade and Customs (Senator Keane) the Report from the Committee was adopted, and the Bill read a third time.

8. Wheat P ool P ayments—P roposed Variation. -Senator McLeay, pursuant to notice, moved— (1) That, in the opinion of the Senate, having in mind the difficulties confronting the wheat-growers of Australia, particularly as the result of increased production costs and the effect of the war on flour and wheat exports, the Commonwealth Government should immediately authorize

the Australian Wheat Board— (a) to make further immediate payments of amounts estimated to be due to farmers for wheat delivered to pools numbered 2, 3, and 4 ; (b) to limit charges on wheat in the No. δ pool to an amount not exceeding 9£d. per

bushel ; and

(c) to pay to farmers the guaranteed price, on the basis of bagged wheat at 3s. lOd. per bushel f.o.b., for all wheat delivered into the No. 5 pool. (2) That this resolution be transmitted to the House of Representatives requesting its concurrence therein. Debate ensued. Question—put. The Senate dividec

10. Adjournment.—The Minister for the Interior (Senator Collings) moved—That the Senate do now adjourn. Debate ensued. Question - -put and passed. The Senate adjourned at two minutes past six p.m. till Tuesday next at three p.m.

11. Attendance.—Present, all the Members except Senators Armstrong, Clothier, Foil, Herbert Hays, Spicer, and Wilson (on leave).
