JOURNALS OF THE SENATE.

THURSDAY, 14th MAY, 1942.

1. Me e t in g o f S e n a t e.—The Senate met at three p.m., pursuant to adjournment.

2. PRAYERS.

3. Q u e st io n s.—Questions on notice were answered.

4. N avigatio n B il l 1942.—The Minister for External Territories (Senator Fraser), pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend Part IX. of the Navigation Act 1912-1935 relating to Courts of Marine Inquiry. Question—put and passed. Bill presented, and on the motion of Senator Fraser read a first time. Suspension of Standing and Sessional Orders.—The Minister for the Interior (Senator Collings) moved—

That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through its remaining stages without delay. Question—put and passed, there being present an absolute majority of the whole number of Senators, and no dissentient voice. Senator Fraser moved—That the Bill be now read a second time. On the motion of Senator McLeay the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

5. L ig h th o u ses B ill 1942.—The Minister for External Territories (Senator Fraser), pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend the Lighthouses Act 1911-1919. Question—put and passed.

6. E x c ise B ill 1942.—The Minister for Trade and Customs (Senator Keane), pursuant to leave granted on the 1st May, 1942, brought up a Bill for an Act to amend the Excise, Act 1901-1934. On the motion of Senator Keane the Bill was read a first time. Suspension of Standing and Sessional Orders.—The Minister for the Interior (Senator Collings) moved—

That so much of .the Standing and Sessional Orders be suspended as would prevent the Bill being passed through its remaining stages without delay. Question—put and passed, there being present an absolute majority of the whole number of Senators, and no dissentient voice. '

Senator Keane moved—That the Bill be now read a second time. Debate ensued. Question—put and passed. Bill read a second time.

The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Clauses 1 to 4 agreed to. Title agreed to. Bill to be reported without amendment.

The President resumed the Chair ; and the Chairman of Committees (Senator Brown) reported accordingly. On the motion of Senator Keane the Report from the Committee was adopted, and the Bill read a third time.

7. I nv a lid and O l d -age P e n sio n s B ill 1942.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr . P r e s id e n t , Message No. 113.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘ Invalid and Old-age Pensions Act 1908-1941 and for other purposes ”, in which it desires the concurrence of the Senate. J n o . H y . P r o w se,

10. Ma t e r n it y A llow ance B ill 1942.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :—

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘ Maternity Allowance Act 1912-1937 ’ ”, in which it desires the concurrence of the Senate.

Question—put and passed, there being present an absolute majority of the whole number of Senators,

and no dissentient voice. Suspension of Standing and Sessional Orders.—Senator Collings, pursuant to contingent notice, moved— That so much of the Standing and Sessional Orders be suspended as would prevent the Bills being passed through all their stages without delay.
