JOURNALS OF THE SENATE.

WEDNESDAY, 29th APRIL, 1942.

1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.

3. I nternational Affairs—R eview of the War Situation—Ministerial Statement.—The Minister for the Interior (Senator Coliings), by leave, made a Statement on the subject of International Affairs and the progress of the War, and laid on the Table the following Paper, viz. :— By Command—

International Affairs—Review of the War Situation, 29th April, 1942—Ministerial Statement. Senator McLeay moved—That the Paper be printed. Ordered—That the debate be adjourned till the next day of sitting, and that Senator McLeay have leave to continue his speech on the resumption of the debate.

4. Change in Ministry—Ministerial Statement.—The Minister for the Inferior (Senator Coliings), by leave, informed the Senate that, owing to the exercise by the Prime Minister of wider powers relating to the higher defence policy in the south-west Pacific area, the portfolio of Minister of State for Defence Co-ordination, which position also was held by the Right Honorable j . Curtin, M.P., had been changed to that of Minister of State for Defence, and that on 14th April, 1942, Mr. Curtin

was appointed to that office. The Department of Defence Co-ordination would in future be known as the Department of Defence.

5. Death of the H onorable J. J. Daly.—The Minister for the Interior (Senator Coliings), by leave, moved—That the Senate expresses its deep regret at the death of the Honorable John Joseph Daly, a former member of the Seriate and Commonwealth Minister, places on record its appreciation of his meritorious public service, and tenders its profound sympathy to his widow and family in their bereavement. And the motion having been seconded by the Leader of the Opposition (Senator McLeay), and

supported by Senators E. B. Johnston, A. J. McLachlan, and the Minister for Trade and Customs (Senator Keane)— And all Senators present having risen, in silence— Question—passed.

Suspension of Silling.—As a mark of respect to the memory of the late Honorable J. J. Daly the sitting of the Senate was thereupon suspended till half-past four p.m.

10. Australian Broadcasting Bill 1942.—The Postmaster-General (Senator Ashley), by leave, moved— That leave be given to introduce a Bill for an Act relating to Broadcasting. Question—put and passed. Bill presented, and on the motion of Senator Ashley, read a first time. Suspension of Standing and. Sessional Orders.—The Minister for the Interior (Senator Colliugs) moved—

That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through its remaining stages without delay. Question—put and passed, there being present an absolute majority of the whole number of Senators, and no dissentient voice.

Senator Ashley moved—I'll at the Bill be now read a second time. On the motion of Senator Gibson the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

11. Order of the Day Discharged.—Ordered—That Government Business, Order of the Day No. 1 (International Affairs—Progress of the War—Ministerial Statement), be read and discharged.

12. National Security (Conscientious Odjectors) R egulations—Motion for Disallowance.— Order of the Day read for the adjourned debate on the motion by Senator Sampson, viz.—That ' Regulations 8, 9 and 10 of the National Security (Conscientious Objectors) Regulations, as contained in Statutory Rules 1942, No. 80, issued under the National Security Act 1939-1940, be disallowed.

Question—put and passed.

13. Adjournment.—The Minister for the Interior (Senator Colliugs) moved—That the Senate do now adjourn. ’

Debate ensued. Question—put and passed. The Senate adjourned at five minutes to six p.m., till to-morrow at three p.m.
