1. Meet).vc or Senate.—The Semite met at, three p.m., pursuant to adjournment.

2. PRAYERS.

3. The Late Major the Honorable A. Η. P. Hore-Ruthvex.—The President informed the Senate that he had received from His Excellency the Governor-General a letter of thanks for the resolution of sympathy passed by the Senate on 17th February last.

4. Defence (Citizen Military F orces) Bill 1943.—Governor-General’$ Message.—The following Message from His Excellency the Governor-General was presented, and the same was read by the President:— GOWltlE, Governor-General. Message No. 38.

A proposed Law intituled :—“ Defence (Citizen Military Forces) Act, 1943 ” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor-General for the Royal Assent, His Excellency has, in the-name and on behalf of His Majesty, assented to the said Law.

5. F lax Price and Compensation for Lost Crops—Ministerial Statement.—The Minister for External Territories (Senator Fraser), by leave, made a statement setting out the attitude of the Government on the question of the price of flax and the payment of compensation to growers who lost their crops because of the adverse season.

9. P ublic Works Committee.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— ·

The House of Representatives acquaints the Senate that, in accordance with the provisions of the Commonwealth Public B oris Committee Act 1913-1936, Mr. Mulcahy, a Member of the House of Representatives, has been appointed a member of the Parliamentary Standing Committee on Public Works in the place of Mr. St.acev, resigned.

Suspension of Standing and Sessional Orders.—The Minister for the Interior (Senator Codings), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of the Minister for External Territories (Senator Fraser) the Bill was read a first time. Senator Fraser moved—That the Bill be now read a second time. Debate ensued. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Clauses 1 to 5 agreed to. Title agreed to. Bill to be reported without amendment,. ·

The President resumed the Chair ; and the Chairman of Committees (Senator Brown) reported accordingly. On the motion of Senator Fraser the Report from the Committee was adopted. Senator Fraser moved—That the Bill be now read a third time. Debate ensued. Question—put and passed. Bill read a third time.

And General Business talcing precedence of Government Business after 8 p.m.— 11. R egulations and Ordinances Committee—F ifth R eport.—Senator Spicer, pursuant to notice, moved—That the Fifth Report from the Standing Committee on Regulations and Ordinances, presented to the Senate on 17th September, 1942, be adopted.

Debate ensued. On the motion of Senator McLcay the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for Thursday, 11th March next.

And consideration of Government Business being resumed— 12. Customs Tariff Validation B ill 1943.— Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 177.

19. Adjournment.—The Minister for the Interior (Senator Ceilings) moved—That the Senate do now adjourn. - "

20. Next Meeting of the Senate.- The Minister for the Interior (Senator Ceilings) moved—That the Senate, at its rising, adjourn till Tuesday, 9th March next, at three p.m. Question—put and passed. ·

21. Adjournment.—And the Minister for the Interior (Senator Ceilings) having again moved—That the Senate do now adjourn— Question—put and passed.
