1. Meeting op Senate.—The Senate met at half-past ten a.m., pursuant to adjournment.
2. PRAYERS.
3. P apers.—The following Papers were presented, pursuant to Statute— Arbitration (Public Service) Act—Determination by the Arbitrator, &c.— No. 6 of 1943— Amalgamated Society of Carpenters and Joiners of Australia. Commonwealth Grants Commission Act—Interim Report (1943) of the Commonwealth Grant»
Commission, dated 25th January, 1943, on the application made by the State of Tasmania for further Financial Assistance in 1942-43 from the Commonwealth under Section 96 of the Constitution.
4. Questions.—A Question on notice was answered.
5. P ostponement.—Ordered—That Business of the Senate, Order of the Day No. 1, be postponed till the next day of sitting.
G. Defence (Citizen Military F orces) Bill 1943.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.
In the Committee.
Clauses 1 and 2 agreed to. Clauses 3 and 4 postponed. Senator McLeay moved—That the following new clause be inserted in the Bill, v iz.:— “ 4a.—(1.) If the Governor-General is of opinion that a grave emergency exists servicedarta«
in the present war he may make a Proclamation to that effect. emergency.
(2.) On and from the date of issue of any such Proclamation and until its revocation, the Governor-General may, notwithstanding anything contained in this or in any other Act, make regulations requiring members of the Citizen Military Forces to serve in such area beyond the limits of the South-Western Pacific Zone as is specified in the regulations as being an area in which it is necessary or cxpcdicut for the efficient prosecution of the war for them to serve.” . Debate ensued.

Postponed clause 3 again read— Senator Spicer moved an amendment, viz.—Leave out the clause, insert the following new clause :— “ 3. In this Act ‘ the South-Western Pacific Zone ’ means the area bounded on the West by the ninetieth meridian of East longitude and on the East by the one hundred and eightieth
meridian of East longitude, and shall include the Dominion of New Zealand.”. Debate ensued. Question—put. The Committee divided—

as would prevent the Bill being passed through its remaining stages without delay. Question—put and passed. On the motion of Senator Collings the Report from the Committee was adopted. Senator Collings moved—That the Bill be now read a third time. Debate ensued.
