JOURNALS OF THE SENATE WEDNESDAY, 17th FEBRUARY, 1943.
]. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment. * 2. PRAYERS.
3. Death of Major the Honorable A. Î. P. H ore-Ruthvkn.—The Minister for the Interior (Senator Collings) referred to the death, as the result of wounds received in action, of Major the Honorable A. Î. P. Hore-Ruthven, and moved, by leave—That this Senate records its sincere regret at the death on active service of Major the Honorable Alexander Hardingc Patrick Hore-Ruthven, Rifle Brigade, only son of Their Excellencies the Governor-General and Lady Gowrie, and tenders its deep sympathy to Their Excellencies and to the widow and family of the late gallant gentleman. And the motion having been seconded by the Leader of the Opposition (Senator MoLeay)—
And all Senators present having risen, in silence— Question—passed. 4. Customs Tariff—Treatment of United States of America—Ministerial Statement.—The Minister for Trade and Customs (Senator Keane), by leave, made a statement concerning the decision
of the Government to issue proclamations which in effect would accord most-favoured-foreign-nation treatment to the United States of America.
5. Papers.—The President laid on the Table the following Paper, viz. :â — Pursuant to Statute- -National Security Act—National Security (Supplementary) Regulations—Statement of Australian Banking Statistics for the five quarters ended 31st December, 1942. The following Papers were also presented, pursuant to Statute—
Commonwealth Railways Act— Report on Commonwealth Railways Operations, for year 1941-42. " '
Lands Acquisition Act—Land acquired for Commomvenlth purposes at—· Dubbo, New- South Wales. Lithgow, New South Wales. Nationality Act—Return showing number of persons to whom certificates of naturalization
were granted during the year 1942 and the countries whence applicants came. National Security Act.-- -National Security (Emergency Control) Regulations—Order—Military powers during emergency.
National Security (General) Regulations—Orders— Control of— Drums. Jams, Jellies and Marmalade. Taking possession of land, &c. (140). National Security (Munitions) Regulations—Order—Refrigerators. Northern Territory Acceptance Act and Northern Territory (Administration) Act—Ordinance
No. 3 of 1943—Mining (Royalty Suspension). Seat of Government Acceptance Act and Seat of Government (Administration) Act- -Ordinance No. 5 of 1943—Enclosed Lands Protection.
6. Questions.—-Questions on notice were answered. 7. National Security (Apple and P ear Acquisition) R egulations—Motion for Disallowance.— Order of the Day read for the adjourned debate on the motion by Senator Spicer, viz. :—That the National Security (Apple and Pear Acquisition) Regulations, as contained in Statutory Rule No. 14
of 1943, and made under the National Security Act 1939-1940, be disallowed. Debate resumed. Ordered—That the debate be adjourned till the next day of sitting, and that the Minister for External Territories (Senator Fraser) have leave to continue, his speech on the resumption of the debate.
8. Defence (Citizen Military F orces) Bill 1943 —The. Minister for the Interior (Senator Collings), according to Order, moved—That the Bill be now read a second time. Debate ensued. On the motion of Senator McBride the debate was adjourned.
Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.
9. Next Meeting of the Senate.—The Minister for the Interior (Senator Collings) moved—That the Senate, at its rising, adjourn till to-morrow at half-past- ten n.m. Question—put and passed.
10. Adjournment.—The Minister for the Interior (Senator Collings) moved—That the Senate do now ad journ. Debate ensued. Question—put and passed. .
The Senate adjourned at six minutes past eleven p.m. till to-morrow at half-past ten a.m.
