JOURNALS OF THE SENATE

WEDNESDAY, 17th DECEMBER, 1941.

1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.

2. PRAYERS. .

3. Suspension of Standing Order No. 68.—The Minister for the Interior (Senator Collings) moved— That Standing Order No. 68 be suspended for the present sitting to enable New Business to be taken after half-past ten o’clock at night. Question—put and passed, there being present an absolute majority of the whole number of Senators,

and no dissentient voice.

4. Questions.—Questions on notice were answered.

5. P apers.—The following Papers were presented,, pursuant to S ta tu te -Lands Acquisition Act—Land acquired at Rocklea, Queensland—For Defence purposes. National Security Act— National Security (Exchange Control). Regulations—Order—Sterling Areas—Iraq.

National Security (Shipping Requisition) Regulations—Resolutions by the Shipping Control Board (2).

6. International Affairs—War against F inland, Hungary, R umania, and J apan—P apers— Order of the Day read for the adjourned debate on the motion by the Minister for the Interior (Senator Collings), viz.—That the Papers be printed. . Debate resumed. Question—put and passed.

7. War Tax B ill 1941.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 104.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to impose a War ta x ”, in which it desires the concurrence of the Senate. W. M. Nairn, House of Representatives, Speaker.

Suspension of Standing and Sessional Orders.—The Minister for the Interior (Senator Collings), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of the Minister for Trade and Customs (Senator Keane) the Bill was read a first time. Senator Keane moved—That the Bill be now read a second time. Debate ensued. Question—put and passed. Bill read a second time.

The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Glauses 1 to 3· agreed to. Clause 4 debated and agreed· to. Clauses 5 to 7 agreed to. The Schedule agreed to. Title agreed to. Bill to be reported without requests.

The President resumed the Chair; and the Chairman of Committees. (Senator Brown) reported accordingly. On the motion of Senator Keane the Report from the Committee was adopted. Senator Keane moved—That the Bill be now read a third time. Debate ensued.

Question—put and passed. Bill read a third time.

8. J oint Committee on War E xpenditure—Second and Third P rogress R eports.—Senator A. J. McLachlan brought up the Second and Third Progress Reports from the Joint Committee on War Expenditure. Ordered to be printed.

9. I ncome Tax Bill (No. 2) 1941.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr. P resident, . Message No. 105.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘ Income Tax Act 1941 ’ ”, in which it desires the concurrence of the Senate.

10. I ncome Tax Assessment Bill (No. 2) 1941.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read : Mr. P resident, Message No. 106.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘ Income Tax Assessment Act 1936-1940 ’, as amended by the ‘ Income Tax Assessment Act 1941 ’, and for other purposes ” , in which it desires the concurrence of the Senate.

Leave of Absence to all Senators during Adjournment.—The Minister for the Interior (Senator Ceilings), by leave, moved—That leave of absence be granted to every Member of the Senate from the determination of the sitting this day to the day on which the Senate next meets. Question—put and passed.

12. Next Meeting of the Senate.—The Minister for the Interior (Senator Collings) moved—That the Senate, at its rising, adjourn till a day and hour to be fixed by the President, which time of meeting shall be notified to each Senator by telegram or letter. Question—put and passed.

13. Adjournment.—The Minister for the Interior (Senator Collings) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed.

The Senate adjourned at twenty-nine minutes past nine p.m. till a day and hour to be fixed by the President, which time of meeting shall be notified to each Senator by telegram or letter.

14.. Attendance.—Present, all the Members except Senators Collett, Lamp, Allan MacDonald, Uppill, and Wilson. .
