1. Meeting of S enate.—The Senate met at three p.m., pursuant to adjournment.

3. Governor-General's Message—Assent to B ills.—The following Message from His Excellency the Governor-General was presented, and the same was read by the President:— GOWRIE, Governor-General. Message No. 18.

4. J oint Committee on Rural I ndustries—Second Progress Report.—Senator Herbert Hays brought up the Second Progress Report from the Joint Committee on Rural Industries, dealing with Flax Production. Ordered to be printed.

5. B roadcasting—J oint Committed.—The Minister for Trade and Customs (Senator Keane), by leave, moved—That the time for bringing up the Report from the Joint Committee on Wireless Broadcasting, appointed on 3rd July, 1941, be extended for a further three months from 3rd January, 1942. Question—put and passed.

6. Paper.—The following Paper was presented, pursuant to Statute— Arbitration (Public Service) Act—Determination by the Arbitrator, &c.—No. 33 of 1941—· Amalgamated Postal Workers’ Union of Australia.

7. Questions.—Questions on notice were answered. .

8. Income Tax Assessment B ill 1941.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 86.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘ Income Tax Assessment Act 1936-1940 ’ ”, in which it desires the concurrence of the’ Senate. W. M. Nairn,

Suspension of Standing and Sessional Orders.—The Minister for Trade and Customs (Senator Keane), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of Senator Keane the Bill was read a first time. Senator Keane moved—That the Bill be now read a second time. On the motion of Senator McLeay the debate was adjourned. . , Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

10. J oint Committee on War Expenditure—F irst P rogress R eport.—Senator A. J. McLachlan brought, up the First Progress Report from the Joint Committee on War Expenditure. Ordered to be piinud.

11. War-time (Com pan v ) Tax Assessment B ill 1941.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read Mr. P resident, Message No. 87.

The House of Representatives acquaints the Senate that it has agreed to the Amendment made by the Senate in the Bill intituled “ A Bill for an Act to amend the ‘ War-time (Company) Tax Assessment Act 1940 ’ ”, W. M. Nairn,

12. E stimates and B udget Papers 1941-42 (Revised).—Order of the Day read for the adjourned debate on the motion by the Minister for Trade and Customs (Senator Keane), viz.—That the Papers be printed. Debate resumed. Ordered—That the debate be adjourned till the next day of sitting, and that Senator Cameron have

leave to continue his speech on the resumption of the debate.

13. Paper.—The following Paper was presented, pursuant to Statute— National Security Act—Regulations—Statutory Rules 1941, No. 272.

14. Land Tax B ill 1941.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :---Mr. P resident, Message No. 88.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the : Land Tax Act 1910-1940 ’ ”, in which it desires the concurrence of the Senate.

Suspension of Standing and. Sessional Orders.—The Minister for Trade and Customs (Senator Keane), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. ·

On the motion of Senator Keane the Bill was read a first time. -

Senator Keane moved—That the Bill be now read a second time. Debate ensued. ■

Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Clauses 1 to 3 agreed to. Title agreed to. Bill to be reported without requests.

The President resumed the Chair ; and the Chairman of Committees (Senator Brown) reported accordingly. On the motion of Senator Keane the Report from the Committee was adopted, and the Bill read a third time.

15. N ext Meeting oi- the Senate.—The Minister for Trade and Customs (Senator Keane) moved—That the Senate, at its rising, adjourn till to-morrow at half-past ten a.m. Question—put and passed.

16. Adjournment.—The Minister for Trade and Customs (Senator Keane) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed. The Senate adjourned at five minutes past ten p.m. till to-morrow at half-past ten a.m.

17. Attendance.—Present, all the Members except Senators Aylett, Collings, Ε. B. Johnston, Lamp (on leave), Uppill (on leave), and Wilson (on leave).
