WEDNESDAY, 19th NOVEMBER, 1941.
1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.
2. PRAYEBS.
3. Death of the Honorable J. C. Watson.—The Minister for the Interior (Senator Ceilings), by leave, moved—That the Senate expresses its profound regret at the death of the Honorable John Christian XVatson, a former member of the New South Wales and Commonwealth Parliaments and Prime Minister and Treasurer of the Commonwealth, places on record its appreciation of his distinguished public service, and tenders its sincere sympathy to his widow and daughter in their bereavement. And the motion having been seconded by the Leader of the Opposition (Senator McLeay), and supported
by Senator Cooper— And all Senators present having risen, in silence— Question—passed.
Suspension of Sitting.—As a mark of respect to the memory of the late Honorable J. C. W7atson the sitting of the Senate was suspended till eight p.m.
And the Senate having resumed—
4. P ostponement of Order of the Day.—And two hours having elapsed from the time fixed for the meeting of the Senate, the Order of the Day was called on. Ordered—That the Order of the Day be postponed until after Questions on Notice have been answered. '
5. P rice of Tea—Ministerial Statement.—The Minister for Trade and Customs (Senator Keane), by leave, made a Statement relating to the basis for the determination of the price of tea in Australia, and the reasons for the recent increase in price.
6. P apers.—The following Papers were presented, by command of His Excellency the Governor-General— National Security Act—National Security (Prices) Regulations— . Declarations Nos. 63 to 70. â Declaration (Papua) No. 6.
Taxation on ex-Australian Incomes— Report, dated 14th November, 1941, of Special Committee appointed by the Government.

8. Sales Tax (Exemptions and Classifications) Bill 1941.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr. President, Message No. 73.
The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘ Sales Tax (Exemptions and Classifications) Act 1935-1940 ’ ”, in which it desires the concurrence of the Senate. W. M. Nairn,

Suspension of Standing and Sessional Orders.—The Minister for the Interior (Senator Collings), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through all its stages without delay. ·
Question—put and passed. On the motion of the Minister for Trade and Customs (Senator Keane) the Bill was read a first time. Senator Keane moved—That the Bill be now read a second time. On the motion of Senator McLeay the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.
9. Sales Tax Bills (Nos. 1 to 9) 1941.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr. President, Message No. 74.
The House of Representatives transmits to the Senate Bills intituled :— “ A Bill for an Act to amend the ‘ Sales Tax Act (No. 1) 1930-1940 ’ ” ; “ A Bill for an Act to amend the ‘ Sales Tax Act (No. 2) 1930-1940 ’ ” ; “ A Bill for an Act to amend the ‘ Sales Tax Act (No. 3) 1930-1940 ’ ” ; “ A Bill for an Act to amend the ‘ Sales Tax Act (No. 4) 1930-1940 ’ ” ; “ A Bill for an Act to amend the ‘ Sales Tax Act (No. 5) 1930-1940 ’ ” ; “ A Bill for an Act to amend the ‘ Sales Tax Act (No. 6) 1930-1940 ’ ” ; “ A Bill for an Act to amend the 1 Sales Tax Act (No. 7) 1930-1940 ’ ” ; “ A Bill for an Act to amend the ‘ Sales Tax Act (No. 8) 1930-1940 ’ ” ; “ A B ill for an Act to amend the ‘ Sales Tax Act (No. 9) 1930-1940 ’ ” , in which it desires the concurrence of the Senate.

Suspension of Standing Orders.—The Minister for the Interior (Senator Collings) moved—That so much of the Standing Orders be suspended as would prevent the Questions with regard to the several stages for the passage through the Senate of all or several of the Sales Tax Bills Nos. 1 to 9 being put in one motion, at each stage, and the consideration of all or several of such Bills together in Committee of the Whole. Question—put and passed, there being present an absolute majority of the whole number of Senators,
and no dissentient voice. '
Suspension of Standing and Sessional Orders.—Senator Collings, pursuant to contingent notice, moved— That so much of the Standing and Sessional Orders be suspended as would prevent the Bills being passed through all their stages without delay. Question—put and passed. On the motion of the Minister for Trade and Customs (Senator Keane) the Bills were read a first time. Senator Keane moved—That the Bills be now read a second time. On the motion of Senator McLeay the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.
10. E stimates and Budget Papers 1941-42 (Revised).—Order of the Day read for the adjourned debate on the motion by the Minister for Trade and Customs (Senator Keane), viz.—That the Papers be printed. Debate resumed. Ordered—That the debate be adjourned till the next day of sitting, and that Senator Large have
leave to continue his speech on the resumption of the debate.
11. Adjournment.—The Minister for the Interior (Senator Collings) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed. The Senate adjourned at nineteen minutes to twelve,p.m.,till to-morrow at three p.m.
12. Attendance.—Present, all the Members except Senators Cameron, Lamp (on leave), Uppill (on leave), and Wilson (on leave).
