1. Meeting of Senate.—The Senate met at three p.m., in accordance with the terms of the Resolution of the Senate passed on 1st October, 1941.

3. Death of F ormer Senator J ohn Mullan.—The Minister for the Interior (Senator Collings), by leave, moved—That the Senate expresses its deep regret at the death of the Honorable John Mullan, former Senator and State Minister, places on record its appreciation of his meritorious public service, and extends its sincere sympathy to his widow and family in their bereavement. And the motion having been seconded by the Leader of the Opposition (Senator McLeay), and

supported by Senator Cooper— And all Senators present having risen, in silence— Question—passed.

4. Ministerial Statements— New Administration.—The Minister for the Interior (Senator Collings), by leave, informed the Senate that, consequent upon the resignation of the Honorable A. W. Fadden as Prime Minister, His Excellency the Governor-General commissioned the Honorable J. Curtin, M.P., to form a Ministry.

War Cabinet.—Senator Collings also informed the Senate that Messrs. Curtin, Forde, Chifley, Evatt, Beasley, Makin, and Drakeford, had been appointed members of the AVar Cabinet. Advisory War Coune.il.—Senator Collings further announced that the Prime Minister was communi­ cating with the Leader of the Opposition and the .Leader of the Second Opposition Party, requesting

that the machinery set up in respect of the Australian Advisory War Council be maintained.

Message to Prime Minister of Great Britain.—Senator Collings also announced that the Prime Minister had, this day, sent a cablegram to the Prime Minister of Great Britain in the following terms :— 1 take the occasion of the commencement of my work as Prime Minister of Australia to assure you of the desire of my Government to co-operate fully with your Government and with the

Governments of the other Dominions in all matters associated with the welfare of the Empire. In particular we will devote our energies to the effective organization of all our resources so that we may play our part in bringing victory to the Empire and our Allies.

5. Leader of the Opposition, etc.—Senator McLcay, by leave, informed the Senate that he had been appointed as Leader, Senator P. A. M. McBride as Deputy-Leader, and Senator Allan MacDonald as Whip, of the Opposition.

7. J oint Committee on P rofits—F irst R eport.—Senator Spicer brought up the First Report from the Joint Committee on Profits, dated 8th October, 1941. Ordered to be printed.

8. Questions.—Questions on notice were answered.

9. Supply Bill (No. 3) 1941-42.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 67.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to grant and apply a sum out of the Consolidated Revenue Fund for the service of the year ending the thirtieth day of June One thousand, nine hundred and forty-two ” , in which it desires the concurrence of the Senate.

Suspension of Standing and Sessional Orders.—The Minister for the Interior (Senator Collings) moved— That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed, there being present an absolute majority of the whole number of Senators,

and no dissentient voice.

On the motion of the Minister for Trade and Customs (Senator Keane) the Bill was read a first time. Senator Keane moved—That the Bill be now read a second time. Debate ensued. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

Clauses 1 to 5 agreed to. Schedule agreed to. .

Preamble agreed to. Title agreed to. Bill to be reported without requests.

The President resumed the Chair ; and the Chairman of Committees (Senator Brown) reported accordingly. On the motion of Senator Keane the Report from the Committee was adopted, and the Bill read a third time.

10. L oan Bill (No. 2) 1941.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read Mr. P resident, Message No. 68.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to authorize the Raising and Expending of a. certain Sum of Money ” , in which it desires the concurrence of the Senate. XV. Μ. Nairn,

12. Adjournment.—The Minister for the Interior (Senator Collings) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed. The Senate adjourned at fourteen minutes to five p.m. till Wednesday, 29th October next, at three p.m.
