1. Mee ting of Senate.—The Senate met at three p.m., pursuant to adjournment.

2. PRAYERS.

3. Governor-General’s Message—Assent to Bills.—The following Message from His Excellency the Governor-General was presented, and the same was read by the President:—

Proposed Laws intituled :— “ Raw Cotton Bounty Act (No. 2) 1941 ” “ Cable and Wire Bounty Act 1941 ” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor-General for the Royal Assent, His Excellency has, in the name and on behalf of His Majesty, assented to the said Laws.

4. Signal to the Men of Tobruk—Reply from Sir Thomas Bi.amey.—The President informed the Senate that he had received from the Prime Minister a letter conveying, on behalf of General Sir Thomas Blarney, General Officer Commanding the Australian Imperial Force in the Middle East, and all ranks under his command, sincere appreciation of the congratulatory message sent by the Commonwealth Parliament to the Men of Tobruk. Sir Thomas Blarney embodied in his reply a special message of thanks from Major-General Morshead on behalf of the personnel at Tobruk.

5. The Late Dr. Millice Culpin.—The President informed the Senate that he had received from Dr. Ernest Culpin a letter of thanks for the resolution of sympathy -and condolence passed by the Senate on the occasion of the death of Dr. Millice Culpin.

6. Library Committee.—The President reported the receipt of a letter from Senator James McLachlan tendering his resignation as a member of the Library Committee. 'The Minister for Supply and Development (Senator McLeay), by leave, moved—That Senator James ' McLachlan be discharged from attendance on the Library Committee, and that Senators J. B. Hayes

and Sampson be appointed to fill the vacancies on the Committee. Question—put and passed.

7. P rinting Committee.—The Minister for Supply and Development (Senator McLeay), by leave, moved —That Senator Cunningham be discharged from attendance on the Printing Committee, and that Senators Arnold and J. B. Hayes be appointed to fill the vacancies on the Committee. Question—put and passed.

8. Use of Special F unds for Security P urposes—Appointment of R oyal Commission—Ministerial Statement.—The Minister for Supply and Development (Senator McLeay), by leave, informed the Senate that Sir Percival Halse Rogers, a Justice of the Supreme Court of New South Wales, had been appointed to act as a Royal Commissioner to inquire into certain matters affecting the use of Special Funds for Security purposes, and stated the Terms of Reference.

10. Next Meeting of the Senate.—The Minister for Supply and Development (Senator McLeay) moved—That the Senate, at its rising, adjourn till a day and hour to be fixed by the President, which time of meeting shall be notified to each Senator by telegram or letter. Question—put and passed.

11. Adjournment.—The Minister for Supply and Development (Senator McLeay) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed. The Senate adjourned at six p.m. till a day and hour to be fixed by the President, which time of meeting

shall be notified to each Senator by telegram or letter.

12. Attendance.—Present, all the Members except Senators E. B. Johnston (on leave), Allan MacDonald (on leave), Uppill, and Wilson (on leave).
