1. Meeting ok Senate.—The-Senate met at three p.m., pursuant to adjournment.

3. J oint Committee on- Social Security—I nterim R eport.—Senator Keane brought up an Interim Report from the Joint Committee on Social Security, dated 24th September, 1941.

■ 1. 'lfiiE L ate W. K. Bolton.—The President informed the Senate that he had received from Mrs. W. K. Bolton and family a letter of thanks for the resolution of sympathy and condolence passed by the Senate on the occasion of the death of former Senator Brigadier-General William Kinsey Bolton, C.B.E., V.D.

δ. Signal to the Men of T obruk.—The. President informed the Senate that he had received a letter from the Prime Minister intimating that a telegram, embodying the text of the resolution passed by. the Senate on 18th September, 1941, had been sent to the.General Officer Commanding in the Middle East for transmission to the Men of Tobruk.

0. Temporary re-arrangement, of Ministerial D uties—Ministerial Statement.—The Minister for Supply and Development (Senator McLeay), by leave, informed the Senate that, during the absence in London of the Minister for Commerce (the Right Honorable Sir Earle Page), the Minister for Transport (the Honorable H. L. Anthony) would be relieved of his duties as Assistant Minister for Commerce, and, as Minister assisting the Treasurer, would concentrate on Treasury duties so as to relieve the Treasurer of the bulk of detailed Treasury administration. Mr. Anthony would continue to administer the Department of Transport·. The Minister for Home Security (the Honorable J. P. Abbott) would be Acting Minister for Commerce

during Sir Earle Page’s absence. 6

9. R aw Cotton Bounty Bill (No. 2) 1941.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mil P resident, Message No. 65.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act . to amend the ' Raw Cotton Bounty Act 1940-1941 ’ ”, in which it desires the concurrence of the Senate.

Suspension of Standing and Sessional Orders.—The Minister for Supply and Development (Senator McLeay), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of the Minister for Aircraft Production (Senator Leckie) the Bill was read a first time. Senator Leckie moved—That the Bill be now read a second time. Debate ensued.

Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Clauses 1 to 3 agreed to. Title agreed to. Bill to be reported without amendment.

The President resumed the Chair ; and the Chairman of Committees (Senator Brown) reported accordingly. On the motion of Senator Leckie the Report from the Committee was adopted, and the Bill read a third time.

10. Special F unds—Use for Security P urposes—Ministerial Statement.—The Minister for Supply and Development (Senator McLeay), by leave, made a statement concerning expenditure from Special Funds for the Counter-Espionage Bureau, and other Security purposes, laid on the Table the following Paper, viz. :—

By Command— Special Funds—Use for Security purposes—Ministerial Statement- and moved—That the Paper be printed. On the motion of Senator Ceilings the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

11. C'aisle and Wire Bounty Bill 1941.·—Message from the House of Representatives.—The. following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 66.

The House of Representatives transmits to the Senate a Bill intituled ‘ A Bill for an Act to provide for the Payment of Bounty on the Production of Rubber-insulated, Cable and Rubber-insulated Wire ”, in which it desires the concurrence of the Senate. W. M. Nairn,
