1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.

2. PRAYERS. 3. Leave of Absence.—Senator Uppill, by leave, moved—That leave of absence for one month be granted to Senator E. B. Johnston on account of ill-health. Question—put and passed.

4. Motion for Adjournment, to Debate Matter of Urgency.—Senator Ashley, in order to discuss a matter of urgent public importance, viz.—“ the delay of the Government in granting permission to Mr. D. A. Craig to establish a refinery for the treatment of crude oil, petrol, and bitumen ” , moved—That the Senate, at its rising, adjourn till ten a.m. to-morrow. Debate ensued. Ordered, on the motion of Senator Collings—That the document quoted by Senator Spicer during his

speech be laid on the Table. '

Senator Spicer having accordingly laid on the Table the document mentioned, viz.—Minutes of Evidence before the Joint Parliamentary Committee on Profits— Debate continued. Motion, by leave, withdrawn.

5. P apers.—The following Papers were presented, pursuant to Statute— Arbitration (Public Service) Act—Determination by the Arbitrator, &c.—No. 23 of 1941— Australian Third Division Telegraphists and Postal Clerks’ Union. Lands Acquisition Act—Land acquired at—

Bairnsdale (near), Victoria—For Defence purposes. Laverton, Victoria—For Defence purposes. Northern Territory Acceptance Act and Northern Territory (Administration) Act— Ordinance No. 13 of 1941—Medical Benefits and Hospitals (No. 2).

Regulations—1941— No. 9—(Darwin Administration Ordinance). No. 10—(Motor Vehicles Ordinance).

6. Questions.—Questions on notice were answered.

7. Order of the Day Discharged.—Ordered—That Government Business, Order of the Day No. 2 (International Affairs and Proposed Visit of Prime Minister to London—Ministerial Statement), be read and discharged.

8. Signal to the Men of Tobruk.—The Minister for Supply and Development (Senator McLeay), by leave, moved—That the following signal be conveyed to the Men of Tobruk through the Prime Minister and the Minister for the Army :— The Parliament of the Commonwealth has placed on record its appreciation of your magnificently stubborn feat of arms. The Prime Minister and the Minister for the Army, therefore, convey to you this Parliament’s congratulations on your most effective, gallant and courageous resistance. When the history of this war is written the epic of Tobruk will certainly be one of its most glorious pages. Debate ensued. Question—put and passed.

9. International Affairs and the War-- R ecent Developments—Ministerial Statement.—Order of the Day read for the adjourned debate on the motion by the Minister for Munitions (Senator McBride), viz.—That the Paper be printed. · Debate resumed.

Question—put and passed.

10. Next Meeting of the Senate.—The Minister for Supply and Development (Senator McLeay) moved—That the Senate, at its rising, adjourn till Wednesday next at three p.m. Question—put and passed.

11. Adjournment.—The Minister for Supply and Development (Senator McLeay) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed.
