JOURNALS OF THE SENATE

WEDNESDAY, 2 6 t h MARCH, 1941.

1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment:

2. PRAYERS.

3. The Late H onorable J. H. K eating.—The President informed the Senate that he had received from Mrs. T. Brown a letter of thanks and appreciation for the resolution of sympathy and condolence passed by the Senate on the occasion of the death of her father, the Honorable John Henry Keating.

4. Papers.—The following Papers were presented, by command of His Excellency the Governor-General— Elections and Referendums—Statistical Returns in relation to the Senate Elections, 1940; the General Elections for the House of Representatives, 1940 ; detailed Return in relation to the Election for the House of Representatives, 1940, for the Northern Territory ;

together with Summaries of Elections and Referendums, 1903-1940. Elections, 1940— Statistical Returns showing the voting within each Sub-division in relation to the Senate Election, 1940, and the General Elections for the House of Representatives, 1940,

viz.:— New South Wales. Queensland.

' South Australia.

Tasmania. Victoria. Western Australia.

Postmaster-General’s Department—Thirtieth Annual Report, for year 1939-40. The following Papers were presented, pursuant to Statute— Bankruptcy Act—Rules—Statutory Rules 1941, No. 55. Commonwealth Public Service Act—Appointment—Department of Health—W. B. Kirkland.

Defence Act—Regulations—Statutory Rules 1941, No. 50. Lands Acquisition Act—Land acquired at Rottnest Island, Western Australia—For Defence purposes. National Security Act—Regulations—Statutory Rules 1941, Nos. 51, 52, 53, 54, 59, 60, 61. Naval Defence Act—Regulations—Statutory Rules 1941, Nos. 57, 58.

5. Motion for Adjournment, to Debate Matter of Urgency.—Senator Ashley, in order to discuss a matter of urgent public importance, viz.—“ the allocation of expenditure in regard to the requirements of the Defence Forces ”, moved—That the Senate, at its rising, adjourn till ten a.m. to-morrow. Debate ensued. Motion, by leave, withdrawn.

6. P ostponement of Orders of the Day.—Orders of the Day having been called on— Ordered—That the Orders of the Day be postponed until after Questions on Notice have been answered, and Government Business, Notice of Motion No. 1, has been dealt with.

7. Questions.—Questions on notice were answered.

8. War Service H omes Bill 1941.—The Minister administering War Service Homes (Senator Collett), pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend section four of the War Service Homes Act 1918-1937. Question—put and passed. Bill presented, and on the motion of Senator Collett read a first time, and the second reading made

an Order of the Day for the next day of sitting.

9. Australian B roadcasting Commission Bill 194].—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee. .

Clause 1 agreed to. To report progress and ask leave to sit again.

The President resumed the Chair; and the Chairman of Committees (Senator James McLachlan) reported that the Committee had considered the Bill and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again on the next day of sitting.

10. Crimes Bill 1941.—Message from the House of Representatives.— The following Message from the House of Representatives was received and read :— Mr . P resident, Message No. 33.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend, section twenty-nine B of the ‘ Crimes Act 1914-1937 ’ ”, in which it desires the concurrence of the Senate. W. M. Nairn,

Suspension of Standing and Sessional Orders.—The Postmaster-General (Senator McLeay), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of Senator McLeay the Bill was read a first time. Senator McLeay moved—That the Bill be now read a second time.

On the motion of Senator Ceilings the debate was adjourned. Ordered—That the resumption of the delate be an Order of the Day for the next day of sitting.

11. Next Meeting of the Senate.—The Postmaster-General (Senator McLeay) moved—That the Senate, at its rising, adjourn till to-morrow at half-past ten a.m. Question—put and passed.

12. Adjournment.—The Postmaster-General (Senator McLeay) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed. The Senate adjourned at twenty-four minutes past eleven p.m. till to-morrow at half-past ten a.m.

13. Attendance.—Present, all the Members except Senators Armstrong, Arthur, Brown, Courtice, Foil, and Wilson.
