1. Meeting of S enate.—The Senate met at three p.m., pursuant to adjournment.

The Vice-President of the Executive Council (Senator Russell) laid on the Table the following Papers, viz.:— Pursuant to Statute— Butter Agreement Act.—Regulations.—Statutory Rules 1920, No. 193.

Customs Act—-Proclamation (dated 21st October, 1920) prohibiting exportation (bxcept under certain conditions) of Arms and Ammunition. Proclamation (dated 3rd November, 1920) revoking previous Proclamation relative to

the exportation of Pig Iron, Machinery, and Manufactures of Metals. Direction (No. 1) by Minister for Trade and Customs, relative to Exchange Rates and Value for Duty. Customs Act and Defence Act.—Proclamation (dated 21st October, 1920) revoking previous

Proclamations relative to the exportation of certain goods. Distillation Act.—Regulations amended.—Statutory Rules 1920, No. 214.

5. Adjournment to Debate Matter of Urgency.—Senator J. F. Guthrie, in order to discuss a matter of urgent public importance, viz, “ The adulteration of woollen goods supplied to the Defence Department by Collins Bros. Prop. Ltd., Geelong ” proceeding to move—That the Senate, at its rising, adjourn till nine a.m. to-morrow—■

Suspension of Standing Order No. 64.—Senator Guthrie not having concluded his speech within the time limit of the Standing Order—-The Minister for Defence (Senator Pearce) moved—That so much of Standing Order No. 64 be suspended as would preclude Senator Guthrie continuing and concluding his speech. Question—put and passed, there being an absolute majority of the whole number of Senators present,

and no dissentient voice. Speech continued and motion moved, viz.—That the Senate, at its rising, ad journ until nine a.m. to-morrow. Debate ensued. Motion, by leave, withdrawn.

6. A ir D efence B ii.l.—The Minister for Defence (Senator Pearce), pursuant to notice, moved—That leave be given to introduce a Bill for an Act relating to Air Defence. Question—put and passed.

7. Governor-General’s Message.—Assent· to Bills.—The following Message from His Excellency the Governor-General was presented, and the same was read by Mr. President :— FORSTER, Governor-General. Message No. 21.

Bills intituled, respectively, Treaty of Peace (Germany) Act 1920, Treaties of Peace (Austria and Bulgaria) Act 1920, Customs Act 1920, as finally passed by the Senate and the House of Representatives of the Commonwealth, having

been presented to the Governor-General for the Royal Assent, His Excellency has, in the name and on behalf of His Majesty, assented to the said Acts.

8. N ationality B ill.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read Mr. P resident, Message No. 62.

The House of Representatives returns to the Senate the Bill intituled “A Bill for an Act relating to Nationcdity and Aliens,” and acquaints the Senate that the House of Representatives has agreed to the amendments made by the Senate on Amendment No. 3 of the House of Represen tati ves.

9. Commonwealth E lectoral (W ar-time) R epeal Bill.—Message from the House of Representatives.—■ The following Message from the House of Representatives was received and read :— Mr. President, ’ Message No. 63.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to repeal the ‘Commonwealth Electoral (War-time) Act 1917-1919 with which it desires the concurrence of the Senate. E lliot J ohnson,

The House of Representatives returns to the Senate the Bill intituled “ A Bill for an Act relating to the Registration of Aliens f and acquaints the Senate that it has agreed to the same with the amendments indicated by the annexed Schedule, with which it desires the concurrence of the Senate.
