JOURNALS OF THE SENATE.

WEDNESDAY, 20th OCTOBER, 1920.

1. Meeting of Sknate.—The Senate met at three p.m., pursuant to adjournment.

2. PRAYERS.

3. P apers.—The Minister for Defence (Senator Pearce) laid on the Table the following Papers, viz. :— Pursuant to Statute— Public Service Act.—Promotion of J. D. Chettle, Prime Minister’s Department. War Gratuity Acts.—Regulations amended.—Statutory Rules 1920, No. 154.

The President laid on the Table the following Paper, viz. :— Officers of Parliam ent: Classification and Salaries—Recommendation of the President of the Senate and the Speaker of the House of Representatives to the Government, on the subject of including certain provisions in an amending Public Service Bill. The Minister for Defence (Senator Pearce) moved—That the Paper be printed.

Debate ensued. Question—put and passed.

4. Questions.—Questions on notice were answered.

5. Governor-General’s Messages.—Assent to Bills.—The following Messages were presented, and the same were read by Mr. President:— W. H. IRV IN E, Deputy of the Governor-General. Message No. 17.

A Bill intituled “Supply Act (No. 4) 1920-21,” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Deputy of the Governor-General for the Royal Assent, His Excellency has, in the name and on behalf of His Majesty, assented to the said Act.

A Bill intituled “ War Service Homes Act 1920,” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor- General for the Royal Assent, His Excellency has, in the name and on behalf of His Majesty, assented to the said Act.

6. J udiciary Bill.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.

The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly. Whereupon the Senate adopted such Report. Ordered—That the third reading of the Bill be an Order of the Day for the next day of sitting.

7. P aper.—The Vice-President of the Executive Council (Senator Russell) laid on the Table the following Paper, viz.:— Pursuant to Statute— Public Service Act.—Promotion of J. F. B. Carroll, Postmaster-General’s Department.

8. N avigation Bill.—The Senate, according to Order, resolved itself into a Committee for the further consideration of Message No. 47 of the House of Representatives, and amendments.

In the Committee.

Amendment No. 1 again read, and agreed to, after debate. Amendments Nos. 2-8 agreed to. Amendment No. 9 disagreed to, and in place thereof, the following consequential amendments made in clause 23 :■ —-

Page 5, line 40, after “ amended ” insert “ —-(a) ”, Page 5, at the end of clause add “ ; and (b) by omitting from sub-section (2.) thereof the words 1 the master or owner shall provide him with a passage to that port or such other port as is mutually agreed to with

the approval of the proper authority ’ and inserting in their stead the words 1 the provisions of sub-sections (5.) and (6.) of section fifty of this Act shall also apply as if the seaman had been discharged in pursuance of sub-section (3.) of that section.’ ” Amendment No. 10 agreed to. Amendment No. 11 agreed to with the following amendments :—

(a) the omission of the words “ adding the following paragraph :—‘ (e) ’ ” and the insertion in their stead of the words “ inserting therein after paragraph (a) the following . paragraph :— (aa) ’ ” ; and

(b) the insertion, after the word “ prescribed ” of the word “ ; and ”, Amendments Nos. 12-20 agreed to. Amendment No. 21 debated and agreed to.

The President resumed the C hair; and Senator Bakhap, from the Committee, reported that the Committee had further considered Message No. 47 of the House of Representatives in reference to the Navigation Bill, and had agreed to the amendments of the House of Representatives with the exception of No. 9, to which it had disagreed, but in place thereof had made consequential amendments in clause 23, and of No. 11, to which it had agreed with amendments. Ordered—That the consideration of the Report be an Order of the Day for to-morrow.

9. Adjournment.—The Senate adjourned at seventeen minutes to six p.m., till to-morrow at three p.m.

10. Attendance.—Present," all the Members except Senators Adamson (on leave), Bolton, Buzacott, Cox, Foster, Lynch (on leave), E. D. Millen (on leave), J. D. Millen, and Thomas.
