1. M eeting of Senate.—The Senate met at three p.m., pursuant to adjournment.

2. PRAYERS.

3. P apers.—The Minister for Defence (Senator Pearce) laid on the Table the following Papers, viz. :— Pursuant to Statute— Lands Acquisition Act.—Land acquired at Tharwa, Federal Territory—For Federal Capital purposes.

Northern Territory.—Public Service Ordinance 1913—Regulations. Public Service Act— Appointment of W. Campbell, Home and Territories Department. Fifteenth Report on the Commonwealth Public Service, by the Acting Commissioner. War Service Homes Act.—Land acquired at—-

Marrickville, New South Wales.

The Vice-President of the Executive Council (Senator Russell) laid on the Table the following Papers, viz.:— Pursuant to Statute— Customs Act.—Proclamation (dated 15th September, 1920) revoking previous Proclamation

relating to the importation and exportation of Copra. Excise Act.—Regulations amended.·—Statutory Rules 1920, No. 167.

4. Governor-General’s Messages.—Assent to B ills--T he following Messages from His Excellency the Governor-General were presented, and the same were read by Mr. President

Bills intituled the “ Arbitration (Public Service) Act 1920,” and the “ Loan Act 1920,” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor-General for the Royal Assent, His Excellency has, in the name and on behalf of His Majesty, assented to the said Acts.

A Bill intituled “ Westralian Farmers Agreement Act 1920,” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor- General for the Royal Assent, His Excellency has, in the name and on behalf of His Majesty, assented to the said Act.

The following Bills intituled :— “ Commonwealth Conciliation and Arbitration Act 1920,” “Papua Act 1920,” and “ Census and Statistics Act 1920,” Sis finally passed by the Senate and the. House of Representatives of the Commonwealth, having been presented to the Governor-General for the Royal Assent, His Excellency has, in the name

and on behalf of His Majesty, assented to the said Acts.

δ. W ar Service H omes Bill.·—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :—

Mr. P resident, Message No. 52.

The House of Representatives returns to the Senate the Bill intituled “A Bill for an Act to amend the ‘ War Service Homes Act 1918-1919’,” and acquaints the Senate that the House of Representatives has agreed to the amendments made by the Senate in new clause 16 inserted by the House of Representatives. .

6. J udiciary Bill.— Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 54..

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘Judiciary Act 1903-1915 ’ and for other purposes,” with which it desires the concurrence of the Senate. E lliot J ohnson,

Melbourne, 13th October, 1920. Bill read a first time, and second reading made an Order of the Day for the next day of sitting.

7. Supply Bill (No. 4) 1920-21.— Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 53.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill jor an Act to grant and apply a sum out of the Consolidated Revenue Fund for the service of the year ending the thirtieth day of June One thousand nine hundred and twenty-one,” with which it desires the concurrence of the Senate.

Melbourne, 13th October, 1920. The Minister for Defence (Senator Pearce) moved—That the Bill be now read a first time. Debate ensued. Question—put and passed. Bill read a first time. Ordered—That the second reading be an Order of the Day for to-morrow.

8 . P ostponement.—Ordered—That Order of the Day No. 1, Government Business, be postponed until after the consideration of Order of the Day No. 2.

9. Kalgoorlie to P ort Augusta R ailway Lands Bill.—The Vice-President of the Executive Council (Senator Bussell), according to Order, moved—That the Bill be now read a second time. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.

In the Committee.

Clauses 1-3 agreed to. Title agreed to. Bill to be reported without amendment.

The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly. Whereupon the Senate adopted such Report. Ordered—That the third reading of the Bill be an Order of the Day for the next day of sitting.

10. P aper.— The Minister for Defence (Senator Pearce) laid on the Table the following Paper, viz. :— Pursuant to Statute— Defence Act.—Regulations amended.·—Statutory Rules 1920, No. 175. .

11. Adjournment.—The Senate adjourned at twenty-eight minutes past five- p.m., till to-morrow at three p.m.

12. Attendance .—Present, all the Members except Senators Adamson (on leave), Bolton, Foil, Foster, Sir T. W. Glasgow, Lynch (on leave), E. D. Millen (on leave), Newland, and Plain.
