JOURNALS OF THE SENATE.

1. Meeting of Senate.—The Senate met at eleven a.m., pursuant to adjournment.

2. PRAYERS.

3. Governor General's Message.—Assent to Bills.—-The following Message from the Deputy of His Excellency the Governor-General was presented, and the same was read by Mr. President:—

Bills intituled :— “ New Guinea Act 1920,” and 11 Appropriation (Works and Buildings) Act 1920-21,”

as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Deputy of the Governor-General for the Royal Assent, His Excellency has, in the name and on behalf of His Majesty, assented to the said Acts.

Melbourne, 30th September, 1920.

4. L eave of A bsence.—The Vice-President of the Executive Council (Senator Russell), pursuant to notice, moved—That Senator E. D. Millen be granted leave of absence for six months on account of urgent public business. Question—put and passed.

5. P ostponement.—Ordered — That Notice of Motion No. 1, Private Business, be postponed until Thursday, 7th October. .

6. I ncome Tax Bill.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :—

Mr. P resident, Message No. 45.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to impose Taxes upon Incomes,” with which it desires the concurrence of the Senate.

Suspension of Standing and Sessional Orders.—The Vice-President of the Executive Council (Senator Russell), pursuant to contingent notice, moved—That so much of the Standing and Sessional ' Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question-—put and passed. Senator Russell moved—That the Bill be now read a first time. Question—put and passed.

Bill read a first time, and second reading made an Order of the Day for the next day of sitting.

7. Loan Bill.—The Vice-President of the Executive Council (Senator Russell), according to Order moved—That the Bill be now read a second time. Debate ensued. Senator Bolton moved—That the debate be adjourned.

At one p.in. the sitting of the Senate was suspended until half-past two p.m.

Debate, interrupted by the suspension of the sitting, resumed. Question—That the Bill be now read a second time—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.

The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly. Suspension of Standing and Sessional Orders.—The Vice-President of the Executive Council (Senator Russell), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through its remaining stages without delay.

Question-—put and passed. Senator Russell moved—That the Report from the Committee of the Whole on the Bill be adopted. Question—put and passed.

Senator Russell moved—That the Bill be now read a third time. Question—put and passed. Bill read a third time and passed.

8. P ost and T elegraph R ates B ill.— Message from the Home of Representatives.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 46.

The House of Representatives acquaints the Senate that it has agreed to the amendments made by the Senate in the Bill intituled “ A Bill for an Act to amend the ‘ Post and Telegraph Rates Act 1902-1918

A Bill intituled “Post and Telegraph Rates Act 1920 ”, as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Deputy of the Governor-General for the Royal Assent, His Excellency has, in the name and on behalf of His Majesty, assented to the said Act.

Melbourne, 1st October, 1920.

9. P aper.—The Vice-President of the Executive Council (Senator Russell) laid on the Table the following Paper, viz.:— Pursuant to Statute— Northern Territory Acceptance Act, and Northern Territory Crown Lands Act (of South

Australia).—Proclamation, dated 25th August, 1920, resuming portion of Manassie Aboriginal Reserve, together with map showing area resumed.

10. A djournment.—I t being four o’clock p.m., the President, under Sessional Order, put the Question— That the Senate do now adjourn. Question—put and passed.

The Senate thereupon adjourned till Wednesday next, at three p.m,
