1. M eeting ok S enate. —The Senate met. at three p.m., pursuant to adjournment.
2. PRAYERS.
3. P apers.— The Vice-President of the Executive Council (Senator Russell) laid on the Table the following Papers, viz. :— Pursuant to Statute— Inscribed Stock Act.—-Dealings and Transactions during the year ended 30th June, 1919.
War Service Homes Act.—Land acquired at— Islington, New South Wales. Mosman, New South Wales. Orange, New South Wales. Weston, New South Wales.
By Command— Repatriation : Summary of the work of the Department of Repatriation from April, 1918, to the end of June, 1920, with some account of the Activities which preceded the Department’s formation ; together with Appendices.
4. Questions.—Questions on notice were answered.
5. Loan Bill.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read :— Mr. President, Message No. 41.
The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to authorize the Raising and Expending of the sum of Four million two hundred and eighty-six thousand four hundred and ninety pounds for certain, purposes,” with which it desires the concurrence of the Senate.

The Vice-President of the Executive Council (Senator Russell), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. Senator Russell moved—That the Bill he now read a first time.

Ordered—That the third reading of the Bill be an Order of the Day for the next day of sitting.
9. P ost and Telegraph R ates B ill.— The Vice-President of the Executive Council (Senator Russell), according to Order, moved-—That the Bill be now read a second time. On motion of Senator Gardiner, the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for to-morrow.
10. A ppropriation (Works and B uildings) B ill 1920-21.—The Vice-President of the Executive Council (Senator Russell), according to Order, moved—That the Bill be now read a second time. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.

Clauses 1-3 agreed to. Schedule debated and agreed to. Preamble agreed to. Title agreed to. Bill to be reported without amendment.
The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly. Whereupon the Senate adopted such Report. Senator Russell moved—That the Bill be now read a third time. Question—-put and passed. Bill read a third time and passed.

11. A djournment.— The Vice-President of the Executive Council (Senator Russell) moved—That the Senate do now adjourn. Debate ensued. Question—put. The Senate divided—
