JOURNALS OF THE SENATE £.

FRIDAY, 17th SEPTEMBER, 1920.

1. M eeting of S enate.—The Senate met at eleven a.m., pursuant to adjournment.

2. PRAYERS.

3. Questions.—Questions on notice were answered.

4. L eave of A bsence.—Senator de Largie, pursuant to notice, moved—That Senator R. S. Guthrie be granted two months’ leave of absence to attend to urgent public business. Question—put and passed.

5. P ostponement.—Ordered—-That Order of the Day No. 1, Government Business, be postponed until after the consideration of Orders of the Day Nos. 2 and 3

G. E stimates and B udget P apers 1920-21.—Order of the Day read for the adjourned debate on the Question—That the Estimates of Revenue and Expenditure for the year ending 30th June, 1921. and the Budget Papers 1920-21, laid on the Table of the Senate on the 16th September, 1920, be printed. Debate resumed. On motion of Senator de Largie, the debate was adjourned.

Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

7. Commonwealth Conciliation and A rbitration B ill.—Order of the Day read for the consideration of the Bill, as reported. Ordered—-That the Bill be re-committed for the reconsideration of clause 21. The Senate resolved itself into a Committee accordingly.

In the Committee.

Clause 21 again read— On motion of the Vice-President of the Executive Council (Senator Russell), the following amendment was made, after debate, viz. :— Page 5, after “ amended ” (in line 28) insert the following new paragraph :—·

“ (αΐ) by inserting before the words ‘A County, District, or Local Court' the words 1 the High Court oi· a J ustice thereof, or ’ ; ”, Clause 21, as amended, agreed to. Bill to be reported with a further amendment.

The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly. Ordered—That the consideration of the Bill, as reported a second time, be an Order of the Day for t.he next day of sitting.

8. P ostponement.—Ordered That Order of the Day No. 1, Government Business, lie further postponed until after consideration of Order of the Day No. 4.

!). W bstRALian F armers Agreement B ill.—The Vice-President of the Executive Council (Senator Russell), according to Order, moved—That the Bill be now read a second time. On motion of Senator de Largie, the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

10. N ew G uinea B ill.—-The Minister for Repatriation (Senator E. D. Millen), according to Order, moved—That the Bill be now read a second time. On motion of Senator Earle, the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

11. N ext M eeting of S enate.— The Minister for Repatriation (Senator E. D. Millen) moved—That the Senate, at its rising, adjourn till eight p.m. on Wednesday next. Senator Thomas moved an amendment, viz., leave out “ eight p.m. on Wednesday”, insert “ three p.m. on Thursday ”. Amendment agreed to. Question—That the Senate, at its rising, adjourn until three p.m. on Thursday next—put and

passed.

12. A djournment.—The Minister for Repatriation (Senator E. D. Millen) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed.

The Senate adjourned at sixteen minutes to one p.m. till Thursday next at three p.m.

13. A ttendance.—Present, all the Members except Senators Adamson (on leave), Bolton, Cox, Foil, Foster, Gardiner, R. S. Guthrie (on leave), Lynch (on leave), Plain, Reid, Rowell, Senior, and Wilson.
