JOURNALS OF TH E SENATE.
THURSDAY, 26th AUGUST, 1920.
1. Meeting of Senate.—The Senate met at three p.in., pursuant to adjournment.
2. PRAYERS.
3. P apers.—The Minister for Repatriation (Senator E. D. Millen) laid on the Table the following Papers, viz.:— Pursuant to Statute— Invalid and Old-age Pensions Act.—Statement re Pensions for the twelve months ended
30th June, 1920. Public Service Act.—Promotion of M. J. O’Flaherty, Department of the Treasury. War Service Homes Act.—Land acquired at Daylesford, Victoria.
4. L eave of A bsence.—Senator Foil, pursuant to notice, moved—That Senator Adamson be granted two months’ leave of absence on account of ill-health. â
Question—put and passed.
5. B utter Agreement B ill.—The Vice-President of the Executive Council (Senator Russell), according to Order, moved—That the Bill be now read a third time. Question—put and passed. Bill read a third time and passed.
6. Questions.— Questions on notice were answered.
7. W ar Service H omes B ill.—The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill.
In the Committee.
Consideration resumed of clause 10, and the amendment moved thereto, viz. :—That sub-section (2.) be left out. Amendment agreed to. On motion of Senator Elliott, the following further amendment was made, viz., at end of clause add
the following new sub-section :— “ (2.) The provisions of this section shall extend to dwelling-houses which are, at the commencement of this section, in course of erection and (a) which are erected by the Commissioner ; or
(b) in respect of which an advance has been made by the Commissioner.”.
Clause 10, as amended, agreed to. Clause 11 debated and agreed to. Clause 12 agreed to. Clause 13 debated and agreed to. Clause 14 debated—· On motion of the Minister for Repatriation (Senator E. D. Millen), the following amendment was
made, viz., leave out section 36a. Clause 14, as amended, agreed to. Title agreed to. Ordered—That clause 3 be reconsidered. Clause 3 again read—' On motion of Senator Millen, the following amendments were made, viz. :—
Line 46, leave out “ which ”, insert “ in connexion with the acquisition of land or building material or with any contracts incidental thereto, the Commissioner shall, if the exercise of the power ”.
Lines 47-48, leave out “ the Commissioner shall ”, Clause 3, as amended, agreed to.

Bill to be reported with amendments.
The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly. Ordered—That the Bill, as reported, be considered to-morrow.
8. I ndustrial P eace Bill.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. On motion of Senator Pratten, the· debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for to-morrow.
9. Adjournment.—The Vice-President of the Executive Council (Senator Bussell) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed.
The Senate adjourned at twenty-four minutes past six p.m. till to-morrow at eleven a.m.
10. Attendance.—Present, all the Members except Senators Adamson (on leave), Cox, Crawford, Earle, Foster, Gardiner, J. F. Guthrie, R. S. Guthrie (on leave), and Lynch.
