JOURNALS OF THE SENATE.
FRIDAY, 13th AUGUST, 1920.
1. M eeting of Senate.—The Senate met at eleven a.m., pursuant to adjournment.
2. PRAYERS.
3. Papers.—The Minister for Repatriation (Senator E D. Millen) laid on the Table the following Papers, viz.:— By Command— Wool : Copy of Agreement between Commonwealth Government and Colonial Combing,
Spinning and Weaving Company Ltd., Sydney, together with copy of Report of Central Wool Committee and of the Prime Minister’s reply thereto. Pursuant to Statute— Public Service Act.—Promotion of J. J. Jepson, Postmaster-General’s Department.
4. Quarantine Bill.—The Vice-President of the Executive Council (Senator Russell), according to Order, moved—That the Bill be now read a third time. Question—put and passed. Bill read a third time and passed.
5. Commonwealth P ublic Service Bill.—Order of the Day read for the consideration of the Bill, as reported. The Minister for Defence (Senator Pearce) moved—That the Report be adopted. Question—put and passed.
Ordered—That the third reading of the Bill be an Order of the Day for the next day of sitting.
6. I nstitute of Science and I ndustry Bil l.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.
In the Committee.
Clauses 1-3 agreed to. Clause 4 debated and agreed to. Clause 5 agreed to. Clause 6 read—
On motion of the Vice-President of the Executive Council (Senator Russell), the following amendment was made, viz., line 25, after “ appoint ” insert “ a General Advisory Council and ”, Clause 6, as amended, agreed to. Clauses 7-11 agreed to. Clause 12 debated and agreed to. Clauses 13-17 agreed to. Clause 18 debated and agreed to.
Clauses 19 and 20 agreed to. Clause 21 debated and agreed to. Title agreed to. ,
Ordered—That clause 5 be reconsidered.

Clause 5 again read— On motion of Senator Russell, the following amendments were made, viz. :— Line 21, leave out “ comprise”, insert “ establish ”. Line 23, leave out “ Industry ”, insert “ Industries ”,
Clause 5, as amended, agreed to. Bill to be reported with amendments.
The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly. Ordered—That the Bill, as reported, be considered on the next day of sitting.
7. Adjournment.—The Senate adjourned at twenty-five minutes past twelve p.m., till Wednesday next at three p.m.
8. A ttendance.— Present, all the Members except Senators Bolton, Fairbairn, Gardiner, J. F. Guthrie, R. S. Guthrie (on leave), Pratten, and Thomas.
