1. M eeting of S enate.—The Senate met at three p.m., pursuant to adjournment.
2. PRAYERS.
3. The L ate R ight H onorable Sir Samuel Griffith.—The Minister for Repatriation (Senator E. D. Milieu), by leave of the Senate, made a statement expressing deep regret at the death of the Right Honorable Sir Samuel Griffith, late Chief Justice of the Commonwealth, and recognition of his distinguished services to the State of Queensland and to Australia, and sympathy with the members of his family in their bereavement.
4. D efence D epartment—Allotment of P ay of a Soldier.—The Minister for Defence (Senator Pearce), by leave of the Senate, made a statement explaining the facts in regard to the allotment of pay made to the wife of C. R. Thompson while he was on active service.
5. P apers.—The Minister for Repatriation (Senator E. D. Millen) laid on the Table the following Papers, viz. :— Pursuant to Statute— Northern Territory.·—Ordinance No. G of 1920.—Necessary Commodities.

Pursuant to Statute— Customs Act.—Proclamations, dated 28th July, 1920, revoking previous proclamations relating to the exportation of— Arms of all kinds, and other goods.

6. Questions.—Questions on notice were answered.
7. Quarantine B ill.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.
In the Committee,
Clauses 1-12 agreed to. Clause 13 debated and agreed to. Clauses 14-23 agreed to. On motion of the Vice-President of the Executive Council (Senator Russell), the following new clause
was inserted in the B ill:— “ 23a. Section sixty-four of the Principal Act is amended— («) by inserting in sub-section (1.) thereof after the word ‘surveillance’ the Quarantine words ‘and the expenses connected with the removal, disposal and caa’e’oi^miniais
destruction of any animals, plants or goods ordered to be destroyed and plants, in pursuance of this A ct’; and (b) by adding at the end of sub-section (1.) thereof the words ‘ or may be recovered as provided in this P art of this Act.’ ”.

Clauses 24-27 agreed to. Title agreed to. Bill to be reported with an amendment.
The President resumed the Chair ; and Senator Bakliap, from the Committee, reported accordingly. Ordered—That the Bill, as reported, be considered to-morrow.
8. Arbitration (Public Service) B ill.—Order of the Day read for the consideration of the Bill, as reported. The Minister for Defence (Senator Pearce) moved—That the Report be adopted. Question—put and passed. '
Ordered—That the third reading of the Bill be an Order of the Day for the next day of sitting.
9. Commonwealth P ublic S ervice Bill.—The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill.
In the Committee.
Clause 2 further considered and agreed to. Clause 3 agreed to. Clause 4 debated and agreed to. Clause 5 read— Senator Benny moved an amendment, viz., line 21, after “ persons” insert “ one of whom shall be
selected from three persons nominated by the members of the Public Service.” Debate ensued. Question—That the words proposed to be inserted be inserted—put. Committee divided—

1 0. Adjournment.—The Minister for Defence (Senator Pearce) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed.
The Senate adjourned at nine minutes past six p.m. till to-morrow at three p.m.
