JOURNALS OF THE SENATE

FRIDAY, 6 t h AUGUST, 1920.

1. M eeting of S enate.—The Senate met at eleven a.m., pursuant to adjournment.

2. PRAYERS. .

3. Questions.—Questions on notice were answered.

4. A rbitration (Public Service) Bill.—The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill.

In the Committee.

Clause 16 further considered and agreed to. Clause 17 agreed to. .

Clause 18 debated and agreed to. Clauses 19 and 20 agreed to. Clause 21 read— Senator Drake-Brockman moved an amendment, viz., line 44, leave out “ the ”, insert “ any ”, and

make sub-clauses 4, 5, and 6 into a separate clause. Debate ensued. Question—That the word proposed to be left out be left out—put. Committee divided—

The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly. The Minister for Defence (Senator Pearce) moved—That the Bill be recommitted for the recon­ sideration of clause 12. Question—put and passed.

The Senate resolved itself into a Committee accordingly.

In the Committee.

Clause 12 reconsidered. On motion of Senator Pearce the following amendments were made, viz. :— Page 5, lines 1-3, leave out sub-clause (8.) and insert the following new sub-clause in lieu thereof:— “ (8.) Any organization or person to which or to whom the Arbitrator has, in

pursuance of the last preceding sub-section, forwarded a copy of the application to vary may within the prescribed time lodge any objections it or he sees fit to make to the granting of the application.” Page 5, line 10, before “ Commissioner ” insert “ organization or the ”, Bill to be reported with further amendments.

The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly. Ordered—That the Bill, as reported, be considered on the next day of sitting.

5. Commonwealth P ublic Service B ill.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed.

At one p.m. the sitting of the Senate was suspended till half-past two p.m.

Debate, interrupted by the suspension of the sitting, resumed. Question—put and passed. .

Bill read a second time. _ The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.

In the Committee.

Clause 1 agreed to. Clause 2 read. To report progress and ask leave to sit again.

The President resumed the Chair ; and Senator Bakhap, from the Committee, reported that the Committee had considered the Bill and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again on the next day of sitting.

6. Governor-General’s Message.—Supply Bill (No. 2) 1920-21.—The following Message from His Excellency the Governor-General was presented, and the same was read by Mr. President :— R. M. FERGUSON, Governor-General. Message No. 7.

A Bill intituled “Supply Act (No. 2) 1920-21,” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor-General for the Royal Assent, His Excellency has, in the name and on behalf of His Majesty, assented to the said Act.

7. P apers.—The Minister for Defence (Senator Pearce) laid on the Table the following Papers, viz.:— Pursuant to Statute— Audit Act.—Transfers of amounts approved by the Governor-General in Council—Financial Year 1919-20·—Dated 27th July, 1920.

Public Service Act.—Promotion of R. A. Fetherston, Department of Works and Railways.

8. A djournment.—The Minister for Defence (Senator Pearce) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed.

The Senate adjourned at twenty minutes to four p.m. till Wednesday next at three p.m.

9. A ttendance.—Present, all the Members except Senators Adamson, Cox, Fairbairn, Gardiner, Sir T. W. Glasgow, R, S. Guthrie (on leave), Lynch, E. D. Millen, Pratten, and Reid.
