OF THE SENATE,
THURSDAY, 5th AUGUST, 1920.
1. Meeting of S enate.—The Senate met at three p.m., pursuant to adjournment.
' 2 PRAYERS.
3. P apers.—The Minister for Defence (Senator Pearce) laid on the Table the following Papers, viz. :— Pursuant to Statute— Defence Act.—Regulations amended.—Statutory Rules 1920, No. IllĀ·—No. 123.
4. Questions.— Questions on notice were answered.
5. Supply Bill (No. 2) 1920-21.—The Minister for Repatriation (Senator E. D. Millen), according to Order, moved—That the Bill bo now read a second time. Debate ensued. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.
In the Committee.
Clauses 1 and 2 agreed to. Clause 3 debated and agreed to. Clause 4 agreed to. Schedule debated and agreed to. Preamble agreed to. Title agreed to. Bill to be reported without requests.
The President resumed the Chair; and Senator Bakhap, from the Committee, reported accordingly. Whereupon the Senate adopted such Report.
6. Suspension of Standing and Sessional Orders.—The Minister for Defence (Senator Pearce), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Supply Bill (No. 2) 1920-21 being passed through its remaining stages without delay. Question—put and passed.
7. Supply B ill (No. 2) 1920-21.—The Minister for Defence (Senator Pearce), according to Order, moved—That the Bill be now read a third time. Question—put and passed. Bill read a third time and passed.
8. P apers.—The Minister for Defence (Senator Pearce) laid on the Table the following Paper, viz. :— Pursuant to Statute— W ar Precautions Act.—Regulations amended.—Statutory Rules 1920, No. 119.
The Vice-President of the Executive Council (Senator Russell) laid on the Table the following Paper, viz. :— Pursuant to Statute— Railways Act.—By-law No. 15.
At half-past six p.m. the sitting of the Senate was suspended till eight p.m.
Sitting, interrupted by the suspension, resumed.

9. P ostponement.—Ordered—That Order of the Day No. 1, Private Business, be postponed until after Order of the Day, Government Business, No. 3.
10. I nstitute o f Science and I ndustry Bill.—The Vice-President of the Executive Council (Senator Russell), according to Order, moved—That the Bill be now read a second time. On motion of Senator Earle, the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.
11. Quarantine Bill.—The Vice-President of the Executive Council (Senator Russell), according to Order, moved—That the Bill be now read a second time. On motion of Senator Earle, the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.
12. Australian T rade Commissioners—Appointment in Centres Abroad.—Order of the Day read for the adjourned debate on the Question-— (1) That this Senate is of opinion that Australian Trade Commissioners should be appointed in various centres of the world where their presence is likely to be of benefit to
Australian export trade. (2) That a message be sent to the House of Representatives requesting their concurrence in the above resolution. Debate resumed. Question—put and passed.
13. A djournment.—The Senate adjourned at ten minutes to nine p.m. till to-morrow at eleven a.m.
11. Attendance.—Present, all the Members except Senators Adamson, Cox, Fairbairn, Sir T. W, Glasgow, R. S. Guthrie (on leave), Pratten, and Reid.
