JOURNALS OF THE SENATE.
FRIDAY, 30th JULY, 1920.
1. M eeting ok Senate.—The Senate met at eleven a.m., pursuant to adjournment.
2. PRAYERS.
3. P apua B ill.—-The Minister for Repatriation (Senator E. D. Millen), according to Order, moved—That the Bill be now read a third time. Question—put and passed. Bill read a third time and passed.
4. Census and Statistics B ill.—The Minister for Repatriation (Senator E. D. Millen), according to Order, moved—That the Bill be now read a third time. Question-put and passed. Bill read a third time and passed.
15. Message from the H ouse of R epresentatives.— I nstitute of Science and I ndustry Bill.—The following Message from the House of Representatives was received and read:— Mr. P resident, Message No. 27.
The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act relating to the Commonwealth Institute of Science and Industry," with which it desires the concurrence of the Senate. J. M. Chanter,

Melbourne, 30th July, 1920. Bill read a first time, and second reading made an Order of the Day for the next day of sitting.
6. U nlawful A ssemblies B ill.—The Minister for Repatriation (Senator E. D. Millen), according to Order, moved—That the Bill be now read a second time. Debate ensued. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.
In the Committee.
Clauses 1 and 2 agreed to. Clause 3 debated and agreed to. Clauses 4 and 5 agreed to. Title agreed to. Bill to be reported without amendment.
The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly. Whereupon the Senate adopted such Report.
7. Suspension of Standing and Sessional Orders.—The Minister for Repatriation (Senator E. D. Millen), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Unlawful Assemblies Bill being passed through its remaining stages without delay. Question—put and passed.

9. A rbitration (Public Service) B ill. —The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill.
In the Committee.
Clause 12 further considered.
At one p.m. the sitting of the Committee was suspended till half-past two p.m.
Debate, interrupted by the suspension of the sitting, resumed. Senator Earle moved an amendment, viz., line 22, after “ organization ” insert “ having a dispute with the Commissioner ”. Amendment debated and negatived. Senator Duncan moved an amendment, viz., line 43, after “ State” insert “ or any organization ”, Amendment debated and agreed to.
On the motion of the Minister for Defence (Senator Pearce), the following further amendment was made, after debate, viz., at end of clause add “ or to the Commissioner and the Minister of the Department affected by the application, if the application to vary has been made by an organization.” Clause 12, as amended, agreed to. Clause 13 agreed to. Clause 14 read— Senator Senior moved an amendment, viz., line 32, after “ Public Service” insert “ Provided that
before any such common rule is made any organization whose members are likely to be affected by it shall have the right to submit evidence and arguments on the matter ”. Amendment debated and negatived. Clause 14 agreed to.
Clause 15 agreed to. Clause 16 read. To report progress and ask leave to sit again.
The President resumed the Chair ; and Senator Bakhap, from the Committee, reported that the Committee had further considered the Bill and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again on the next day of sitting.
10. A djournment.—The Minister for Repatriation (Senator E. D. Millen) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed.
The Senate adjourned at six minutes to four p.m. till Wednesday next at three p.m.
11. A ttendance.—Present, all the Members except Senators Adamson, Bolton, Cox, Crawford, Gardiner, Sir T. W. Glasgow, R. S. Guthrie (on leave), Newland, Pratten, and Reid.
