JOURNALS OF THE SENATE
THURSDAY, 29 th JULY, 1920.
1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.
2. PRAYERS.
3. Papers.—The Minister for Defence (Senator Pearce) laid on the Table the following Papers, viz. :â —-' By Command— Defence : Commonwealth Government Factories—Reports for year ended 30th June, 1919. Pursuant to Statute—
Defence Act.—Regulations amended.—Statutory Rules 1920, No. 124.
4. Questions.—Questions on notice were answered.
5. L eave of Absence.—Senator do Largie, pursuant to notice, moved—That Senator R. S. Guthrie be granted two months’ leave of absence to attend to urgent public business elsewhere. Question—put and passed.
6. U nlawful Assemblies B ill.—The Minister for Repatriation (Senator E. D. Millen), pursuant to notice, moved—That leave be given to introduce a Bill for an Act to prohibit meetings for unlawful purposes in the vicinity of the Parliament, and for other purposes. Question—put and passed. Bill presented and read a first time, and second reading made an Order of the Day for the next day
of sitting.
7. J oint Committee of P ublic Accounts.—The Minister for Repatriation (Senator E. D. Milieu), pursuant to notice, moved—That, in accordance with the provisions of the Committee of Public Accounts Act 1913-1919, Senators Bolton, Buzacott, and J. D. Millen be appointed to fill the vacancies now existing on the Joint Committee of Public Accounts. Question—put and passed.
8. P apua Bill.—The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill.
In the Committee.
Clause 1 further considered and agreed to. Clause 2 debated and agreed to. Title agreed to. Bill to be reported without amendment.
The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly Whereupon the Senate adopted such Report. Ordered—-That the third reading of the Bill be an Order of the Day for the next day of sitting.
9. Census and Statistics B ill.— The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill.

Clause 1 further considered and agreed to. Clauses 2 and 3 agreed to. Clause 4 debated and agreed to. Clauses 5-8 agreed to. Clause 9 debated and agreed to. Clause 10 agreed to. Title agreed to. Bill to be reported without amendment.

10. A rbitration (Public Service) Bill.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second- time. Debate resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.

Clauses 1 and 2 agreed to. Clause 3 debated and postponed. Clause 4 postponed.

11. A djournment.—The Minister for Defence (Senator Pearce) moved-—That the Senate do now adjourn. Debate ensued. Question—put and passed.
The Senate adjourned at ten minutes past six p.m. till to-morrow at eleven a.m.
