WEDNESDAY, 28th JULY, 1920.
1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.
2 PRAYERS.
3. Committee of P ublic Accounts.—The President read telegrams from Senators Crawford and Earle resinning their positions as members of the Committee of Public Accounts. The Minister for Repatriation (Senator E. D. Milieu), by leave, moved—That Senators Crawford and Earle be relieved from further attending the Committee of Public Accounts. Question—put and passed.
1. Ministerial Statement : Changes in Ministry.—The Minister for Repatriation (Senator E. D. Millen), by leave, announced to the Senate that, consequent on the resignation of the Treasurer, the Honorable W. A. W att, the following changes had been made in the Ministry :— The Right Honorable Sir Joseph Cook to be Treasurer.
The Honorable William Henry Laird Smith to be Minister of State for the Navy. Mr. Arthur Stanislaus Rodgers to be Honorary Minister.
5. P apers.—The Minister for Repatriation (Senator E. 1). Millen) laid on the Table the following Papers, viz.:— By Command — Public Service Administration—Report of Royal Commission (Mr. D. C. McLachlan).
Pursuant to Statute— War Service Homes Act.—Land acquired at— Bexley, New South Wales. Waratah, Newcastle, New South Wales (two notifications).
The Vice-President of the Executive Council (Senator Bussell) laid on the Table the following Papers, viz.:— Pursuant to Statute— Customs Act.ยท—Proclamation, dated 14th July, 1920, revoking proclamation of 23rd
September, 1914, relating to the exportation of Mares. Excise Act.—Regulations amended.—Statutory Rules 1920, No. 121. Iron and Steel Bounty Act.—Regulations.—Statutory Rules 1920, No. 122.
6. Question.—Question on notice answered.
7. Parliamentary Standing Committee on P ublic Works : Appointment of Members.—The Minister for Repatriation (Senator E. D. Millen), pursuant to notice, moved—That, in accordance with the provisions of the Commonwealth Public Worlcs Committee Act 1913-1917, Senators Foil, Newland, and Plain be appointed members of the Parliamentary Standing Committee on Public Works. Question—put and passed.
8. Parliamentary Standing Committee on P ublic Works : Meetings during Sittings of Senate.— The Minister for Repatriation (Senator E. 1). Millen), by leave, moved—That, until further ordered, so much of the Standing Orders be suspended as would prevent any sectional Committee of the Parliamentary Standing Committee on Public Works from holding meetings whilst the Senate is
sitting. Question—put and passed.
9. P ostponement.—Ordered—That Order of the Day No. 1, Government Business, be postponed until after Order of the Day No. 5. F.251.

10. P apua Bill.—The Vice-President of the Executive Council (Senator Russell), according to Order, moved—That the Bill be now read a second time. Question—put and passed. Bill read a second time. .
The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.
In the Committee.
Clause 1 read. To report progress and ask leave to sit again.
The President resumed the Chair; and Senator Bakhap, from the Committee, reported that the Committee had considered the Bill and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again to-morrow. .
11. C ensus and Statistics Bill.—The Vice-President of the Executive Council (Senator Russell), according to Order, moved—That the Bill be now read a second time. Question—put and passed. .
Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.

12. Commonwealth P ublic S ervice B il l.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. On motion of Senator Senior, the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for to-morrow.
16. A djournment.—The Senate adjourned at fourteen minutes to six p.m. till to-morrow at three p.m.
