1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.

2 PRAYERS.

3. P arliamentary Standing Committee on Public Works : R esignations of Members.—The President read letters from Senators Newland and Henderson resigning their positions as members of the Parliamentary Standing Committee on Public Works.

4. Questions.—Questions on notice were answered.

δ. Commonwealth P ublic Service Bill.—The Minister for Defence (Senator Pearce', pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend the Commonwealth Public Service Act 1902-1918. Question—put and passed. Bill presented and read a first time.

6. Suspension of Standing Order No. 192.—The Minister for Defence (Senator Pearce) moved— That Standing Order No. 192 be suspended, so as to enable the second reading of the Common­ wealth Public Service Bill to be moved forthwith. Debate ensued. Question—put.

The Senate divided. And there being only one Senator voting “ no,” and more than an absolute majority of the whole number of Senators voting “ aye”—- Question resolved in the affirmative. Ordered—That the second reading of the Bill be taken at a later hour of the day.

7. Arbitration (Public Service) Bill.—The Minister for Defence (Senator Pearce), pursuant to notice, moved—That leave be given to introduce a Bill for an Act relating to the settlement of matters arising out of employment in the Public Service. Question—put and passed. Bill presented and read a first time.

8. Suspension of Standing Order No. 192.—The Minister for Defence (Senator Pearce) moved—That Standing Order No. 192 be suspended, so as to enable the second reading of the Arbitration (Public Service) Bill to be moved forthwith. Question—put and passed. Bill presented and read a first time, and second reading made an Order of the Day for the next day

of sitting.

10. P apua Bill.—The Vice-President of the Executive Council (Senator Russell), pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend section twenty of the Papua Act 1905. '

Question—put and passed. Bill presented and read a first time, and second reading made an Order of the Day for the next day of sitting.

11. Census and Statistics Bill.—The Vice-President of the Executive Council (Senator Russell), pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend the Census and Statistics Act 1905. Question—put and passed. Bill presented and read a first time, and second reading made an Order of the Day for the next day

of sitting.

12. Customs B ill.—The Vice-President of the Executive Council (Senator Russell), pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend the Customs Act 1901-1916. Question—put and passed.

13. Standing Orders Committee.-—The Minister for Repatriation (Senator E. D. Millen), pursuant to notice, moved—That Senators Duncan, Elliott, Gardiner, and Lynch be appointed to fill the vacancies now existing on the Standing Orders Committee. Question—put and passed.

14. L ibrary Committee.—The Minister for Repatriation (Senator E. D. Millen), pursuant to notice, moved—That Senators Benny, de Largie, and Gardiner be appointed to fill the vacancies now existing on the Library Committee. Question—put and passed.

15. P ostponement.—Ordered—That Private Business, Notice of Motion No. 1, be postponed till Thursday next.

16. H ouse Committee.—The Minister for Repatriation (Senator E. D. Millen), having, by leave, amended the motion standing in his name, moved—That Senators J. F. Guthrie, Thomas, and Wilson be appointed to fill the vacancies now existing on the House Committee. Question—put and passed.

17. P rinting C ommittee.—The M inister for Repatriation (Senator E. D. Millen), having, by leave, amended the motion standing in his name, moved—That Senators Adamson, Cox, J. D. Millen, and Nevvland he appointed to fill the vacancies now existing on the Printing Committee. Question—put and passed. 18. P apers.—The Minister for Repatriation (Senator E. D. Millen) laid on the Table the following Papers,

viz. :— By Com mand-Northern Territory Administration—Copy of letter from Counsel for Mr. Η. E. Carey, Dr. J. A. Gilruth, and Mr. Justice Bevan, regarding the Report of Mr. Justice Ewing,

Royal Commissioner.

Pursuant to Statute— Northern Territory.—Ordinance No. 4 of 1920.—Dog (in substitution of the Paper laid on the Table on the 1st July, 1920). Papua.—Ordinance No. 2 of 1920.—German Property.

22. A djournment.—The Minister for Defence (Senator Pearce) moved—That the Senate do now adjourn. Debate ensued. Question-—put and passed.

The Senate adjourned at half-past four p.m. till Wednesday next at three p.m.
