JOURNALS OF THE SENATE.

1. "M eeting of Senate.—The Senate met at eleven a.m., pursuant to adjournment.

2. PRAYERS. _

.'5. P apers.—The Minister for Repatriation (Senator Millen) laid on the Table the following Papers, viz.: — By Command— Northern Territory Administration.--Report of Royal Commission.

Late German New Guinea.—Interim and Final Reports of Royal Commission.

4. Questions.—Questions on notice were answered.

5. Leave of Absence to Senators During Adjournment.—The Minister for Repatriation (Senator Millen), pursuant to notice, moved—That leave of absence be granted to every member of the Senate from the determination of the sitting on Friday, the 21st May, 1920, to the 30th .Tune, 1920. ,

Question—put and passed.

•0. Message from the House of R epresentatives.—Parliamentary Allowances Bill.—The following Message from the House of Representatives was received and read :— Mr. President, Message No. 23.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act relatim/ to the Allowance to Members of each House of the Parliament of the C om m onw ealthwith which it desires the concurrence of the Senate. W . E lliot J ohnson,

Melbourne, 21st May, 1920, a.m. Bill read a first time.

7. Suspension of Standing and Sessional Orders.—The Minister for Repatriation (Senator Millen), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Parliamentary Allowances Bill being passed through all its stages without delay. Question—put and passed. Ordered—That the second reading of the Bill be an Order of the Day for a later hour of the day.

8. Message from the H ouse of R epresentatives.—W ar Gratuity Bill (N o. 2).—The following Message from the House of Representatives was received and read :— Mr. P resident, Message N o. 24.

The House of Representatives returns to the Senate the Bill intituled “ A Bill for an Act to amend the ‘ War Gratuity Act 1920’,’’and acquaints the Senate that it has considered the Message of the Senate requesting the House to make certain amendments in such Bill, and that the House of Representatives has made the requested amendments.

9. War Gratuity Bill (No. 2).—-The Minister for Defence (Senator Pearce) moved—That the Bill be now read a third time. Question—put and passed. Bill read a third time and passed.

10. Message from the House of R epresentatives.—W ar Loan Bill.—The following Message from the House of Representatives was received and read:— Mr. P resident, · Message No. 25.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to authorize the raising and expending of the sum of Twenty million pounds for War purposes,” with which it desires the concurrence of the Senate. W. E lliot J ohnson,

11. Suspension of Standing and Sessional Orders.—The Minister for Repatriation (Senator Millen), pursuant to contingent notice, moved—-That so much of the Standing and Sessional Orders be suspended as would prevent the War Loan Bill being passed through all its stages without delay. Question—put and passed.

12. W ar Loan Bill.-—The Minister for Repatriation (Senator Millen) moved—That the Bill be now read a second time. Debate ensued. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.

In the Committee.

Clause 1 agreed to. .

Clause 2 debated and agreed to. Clause 3 read— Senator Grant moved an amendment, viz., line 11, leave out “ borrowing and for War purposes ”, and insert “ acquiring land and building homes for returned members of the A.T.F.”.

Debate ensued. Amendment negatived. Clause 3 agreed to. Title agreed to. Bill to be reported without amendment.

The President resumed the Chair ; and Senator Shannon, from the Committee, reported accordingly. Whereupon the Senate adopted such Report. Senator Millen moved—That the Bill be now read a third time. Question—put and passed. Bill read a third time and passed.

13. P arliamentary Allowances B ill.—The Minister for Repatriation (Senator Milieu), according to Order, moved—That the Bill be now read a second time. Debate ensued.

At one p.m. the sitting of the Senate was suspended till half-past two p.m.

Debate, interrupted by the suspension of the sitting, resumed. Question—put and passed. Bill read a second time.

The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.

In the Committee,

Clauses 1-4 agreed to. Clause 5 debated and agreed to. Clauses 6-8 agreed to. Clause 9 debated and agreed to. Preamble agreed to. Title agreed to. Bill to be reported without amendment.

The President resumed the Chair ; and Senator Shannon, from the Committee, reported accordingly. Senator Millen moved—-That the Report from the Committee of the Whole on the Bill be adopted. Senator Thomas moved—-That the Bill be recommitted for the reconsideration of clause 3. Debate ensued. Question—That the Bill be recommitted for the reconsideration of clause 3—put and negatived. Whereupon the Senate adopted the Report. Senator Millen moved—That the Bill be now read a third time. Question—put and passed. Bill read a third time and passed.

14. P aper.—The President laid on the Table the following Paper, viz. :— The Great War.—'Vote of thanks to the Sea, Land, and Air Forces, and the Voluntary Workers of the Commonwealth and others : Record of Proceedings in presenting the Resolution to the Representatives of the Forces, in the Queen’s Hall, Federal Parliament House, on 20th May,

1920.

Ordered—-That the Paper laid on the Table by the President be included in the Records of the Senate, and printed in Hansard.

15. N ext Meeting of S enate.—The Minister for Repatriation (Senator Millen) moved—That the Senate, at its rising, adjourn until three p.m. on a day to be fixed by Mr. President, which day of meeting shall be notified by Mr. President to each Senator by telegram or letter. Question—put and passed.

16. A djournment.—The Minister for Repatriation (Senator Millen) moved—That the Senate do now adjourn. Debate ensued. Question-—put and passed.

The Senate adjourned at twenty-eight minutes past three p.m. till three p.m. on a day to be fixed by Mr. President, which day of meeting shall be notified by Mr. President to each Senator by telegram or letter.

17. Attendance.—Present, all the Members except Senators Barker, Ferricks (on leave), Gardiner, Guthrie (on leave), Guy, Henderson, Lynch (on leave), Maughan, McDougall (on leave), Needham, O’Keefe, O’Loghlin, and Rowell.
