THURSDAY, 6 th MAY, 1920.

1. M eeting uf S enate.—The Senate met at three p.m., pursuant to adjournment.

2. PRAYERS.

3. P apers.—The Minister for Defence (Senator Pearce) laid on the Table the following Paper, viz. :— By Command—· Duntroon Cadets : Reports relative to conduct and efficiency during the war.

The Minister for Repatriation (Senator Milieu) laid on the Table the following Papers, viz.: — Pursuant to Statute— Public Service Act.·—Regulations amended.—Statutory Rules 1920, No. 61—No. 65. War Service Homes Act.—Land acquired for War Service Homes purposes at Parramatta,

New South Wales.

4. Questions.—Questions on notice were answered.

5. L eave of A bsence.—Senator Buzacott, pursuant to notice, moved—That two months’ leave of absence be granted to Senaior Lynch on account of urgent private business. Question—put and passed.

6. N avigation B ill.—The Vice-President of the Executive Council (Senator Russell', pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend the ,l Navigation Act 1912-1919.” Question—put and passed. Bill presented and read a first time.

7. Suspension of Standing Order No. 192.—The Vice-President of the Executive Council (Senator Russell) moved—That Standing Order No. 192 be suspended, so as to enable the second reading of the Navigation Bill to be moved forthwith. Question—put and passed, there being an absolute majority of the whole number of Senators present

and no dissentient voice. Ordered—That the second reading of the Bill be taken forthwith.

8. Navigation Bill.—The Vice-President of the Executive Council (Senator Russell), according to Order, moved—That the Bill be now read a second time. Debate ensued. On motion of Senator Grant, the debate was adjourned. • Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

9. P aper.—The Minister for Repatriation (Senator Milieu) laid on the Table the following Paper, viz. :— By Command— Industrial Troubles on Melbourne Wharfs : Report of Royal Commission.

10. Message from the House of R epresentatives.—I nvalid and Old-age P ensions Appropriation Bill.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 8.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to grant and apply out of the Consolidated Revenue Fund a sum for Invalid and Old-age Pensions,” with which it desires the concurrence of the Senate. \V. E lliot J ohnson,

11. Message from the H ouse of R epresentatives.—W ar P ensions Appropriation B ill.—The following Message from the House of Representatives was received and read :—

The House of Representatives transmits to the. Senate a Bill intit uled “ A Bill for an Act to grant and apply out of the Consolidated Revenue Fund a sum for War Pensions,” with which it desires the concurrence of the Senate.

12. M essage from tiie H ouse of R epresentatives.— S ugar P urchase B ill.—The following Message from the House of Representatives was received and read :—

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘Sugar Purchase Act 191 j —1917 with which it desires the concurrence of the Senate.

13. Aliens R egistration B ill.—The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill.

In the Committee.

Clause 2 further considered and agreed to. Clause 3 debated and agreed to. Clause 4 agreed to. Clause 5 debated and agreed to. Clauses 6 and 7 agreed to.

Clause 8 read— On motion of the Vice-President of the Executive Council (Senator Russell', the following amendment was made, after debate, viz. :—-Page 4, line 1, after “ person ” insert “ (not being the agent for a vessel or a person employed

by him) ”. ' '

Clause 8, as amended, further debated and agreed to.

Clause 9 read— Senator Grant moved an amendment, viz., lines 10-12, leave out “ and to allow a print of his fingers and thumbs or any of them to be taken on any form or other document ”.

Debate ensued. Amendment negatived. Clause 9 agreed to. Clauses 10-12 debated and agreed to. Clause 13 debated and negatived. Clause 14 agreed to. -

Clause 15 negatived. Clauses 16-22 agreed to. Title agreed to. Bill to be reported with amendments.

The President resumed the Chair ; and Senator Buzacott, from the Committee, reported accordingly. Ordered—That the Bill, as reported, be considered to-morrow.

14. Message from the H ouse of R epresentatives.— P ublic A ccounts Committee—The following Message from the House of Representatives was received and read :—-Mr. P resident, Message No. 11.

The House of Representatives acquaints the Senate that, in accordance with the provisions of the “ Committee of Public Accounts Act 1913," the following Members of the House of Repre­ sentatives have been appointed Members of the Joint Committee of Public Accounts, viz.:—Mr. Bayley, Mr. Fenton, Mr. Fleming, Mr. Fowler, Mr. Prowse, and Mr. West.

15. Australian Trade Commissioners : Appointment in Centres Abroad.—Senator Foil, pursuant to notice, moved—■ (1) That this Senate is of opinion that Australian Trade Commissioners should be appointed in various centres of the world where their presence is likely to be of benefit to

Australian export trade. (2) That a message be sent to the House of Representatives requesting their concurrence in the above resolution. Debate ensued. On motion of the Minister for Repatriation (Senator Millen', the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for Thursday, 20th May.

16. Adjournment.—The Senate adjourned at eleven minutes past six p.m. till to-morrow at eleven a.m.

17. Attendance.—Present, all the Members except Senators Barker, Barnes, Derricks (on leave), Gardiner, Guthrie, Guy, Henderson, Lynch (on leave), JWaughan, McDougall (on leave), Muleahy (on leave., Needham, O’Keefe, O’Loghlin, Flatten, and Thomas.
