FRIDAY, 30th APRIL, 1920.

1 M eeting of S enate.— The Senate met at eleven a.in., pursuant to adjournment.

2. PRAYERS.

3. Question.—Question on notice answered.

4. P assports B ill.—The Vice-President of the Executive Council (Senator Russell), according to Order, moved—That the Bill be now read a third time. Question—put and passed. Bill read a third time and passed.

5. M essage prom the H ouse of R epresentatives.—A ustralian I mperial F orce Canteens F unds B ill.—The following Message from the House of Representatives was received and read :—-M r. P resid en t, Message No. 6.

The House of Representatives' returns to the Senate the Bill intituled “ A Bill for an Act to make provision for the administration and disposal of the Funds of Australian Imperial Force Canteens, and for other purposes, ’ and acquaints the Senate that it has agreed to the same with the amendment indicated by the annexed Schedule, with which it desires the concurrence of the

Senate.

The Vice-President of the Executive Council (Senator Russell) moved—That the Message be considered in Committee of the Whole forthwith. Question—put and passed. The Senate, according to Order, resolved itself into a Committee for the consideration of Message No. 6

of the House of Representatives.

Message read. The Committee proceeded to consider the amendment, which is as follows :—

Page 3, after clause 6, insert the following clause, 6a :— “ 6 a.—·(!.) For the purposes of this Act there shall be for each State an Advisory Advisory Committee of not less than three members, one of whom shall be a Committees* woman.

(2.) Each Advisory Committee shall be appointed by the Minister on the recoin mendation of the Trustees. (3.) The Trustees shall nominate one member of each Advisory Committee, and the· member so nominated shall be the chairman of that Committee.

(4.) An Advisory Committee shall advise the Trustees on matters referred to it by the Trustees, and shall carry out such duties in relation to the granting of assistance and benefits under this Act as the Trustees direct.” The Minister for Defence (Senator Pearce) moved.—That the amendment be agreed to.

Senator Foil moved—That the following proviso be added to the proposed new clause, viz. :— “ Provided that the canteen funds shall be allocated to the State Boards on the basis of enlistment.” Debate ensued. Question—That the words proposed to be added to the clause be added—put. Committee divided—

The President resumed the C hair; and Senator Shannon, from the Committee, reported that the Committee had considered Message No. 6 of the House of Representatives in reference to the Australian Imperial Force Canteens Funds Bill, and had agreed to the amendment made by the House of Representatives in the Bill. Whereupon the Senate adopted such report.

6. P apers.—The Minister for Repatriation (Senator Millen) laid on the Table the following Papers, viz.:— By Command— Australian Institute of Tropical Medicine, Townsville, Queensland.—Yearly Report, 1st

January to 31st December, 1919. Papua.—Annual Report for the year 1918-19.

7. I mmigration B ill.—The Vice-President of the Executive Council (Senator Russell), according to Order, moved—That the Bill be now read a third time. Debate ensued. Question—put and passed.

The President resumed the Chair ; and Senator Shannon, from the Committee, reported that the Committee had considered the Bill and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again on the next day of sitting. ·

9. Adjournment.— The Minister for Repatriation (Senator Milieu) moved—That the Senate do now adjourn. Debate ensued.

At one p.m. the sitting of the Senate was suspended till half-past two p.m.

Debate, interrupted by the suspension of the sitting, resumed.

10. Count-out.—Notice being taken that a quorum of Senators was not present, the bells were rung for two minutes ; and the President, having counted the Senate and a quorum not being present, forthwith adjourned the Senate till the next sitting day. Present at the time of count-out—Senators Foil, Gardiner, Guthrie, Milieu, and Russell.

11. A djournm ent.—The Senate, a t twenty-five minutes to three p.m., stood adjourned till Wednesday next at three p.m.

12. Attendance.— Present, all the Members except Senators Bakhap, Barker, Barnes, Bolton, Ferricks (on leave), Grant, Guy (on leave), Lynch, Maughan, McDougall (on leave), Mulcahy (on leave), O'Keefe, O’Loghlin, Pratten, and Thomas.
