1. M eeting of S enate.—The Senate met at three p.m., pursuant to adjournment.

2. PRAYERS.

3. P apers.—The Minister tor Repatriation (Senator Mi lien) laid on the Table the following Paper, viz.:—

By Command— Treaty of Peace between the Allied and Associated Powers and Germanv- -Index. (Paper presented to British Parliament.)

The Clerk of the Senate laid on the Table the following Paper, viz. :— Return to Order of the Senate of 25th March, 1920— Royal Commissions—Personnel and Cost.

4. P rinting Committee: F irst R eport.—Senator Newland brought up the following Report from the Printing Committee :— R eport.

The Printing Committee have the honour to report that they have met in Conference with the Printing Committee of the House of Representatives.

The Joint Committee, having considered the Petition and Papers presented to Parliament, recommend that the following be printed :— Audit Act — Finance 1918-19—Treasurer’s Statement of Receipts and Expenditure during year ended 30th June, 1919, together with report of Auditor-General thereon.

Norfolk Island.—Report of the Administrator for the year ended 30th June, 1919. Commonwealth Bank Act—Aggregate Balance-sheet at 31st December, 1919, together with Auditor-General’s report thereon. *Shipbuilding—Agreements between the Commonwealth and (a) William Beardmore and Co.

Ltd. and (6) Vickers Ltd. in connexion with construction of ships in Great Britain. •Presented to House of Representatives only.

6. L eave of A bsence.—Senator Crawford, pursuant to notice, moved—That two months' leave of absence be granted to Senator Ferricks on account of urgent private business. Question—put and passed.

7. L ands A cquisition Bill.—The Vice-President of the Executive Council (Senator Russell), pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend the Lands Acquisition Act 1906-1916. Question—put and passed.

8. W ar Gratuity B ill.—Order of the Day read for the consideration of the Bill, as reported. The Minister for Defence (Senator Pearce) moved—That the Report be adopted. Senator Barnes moved-—That the Bill be recommitted for the reconsideration of clause 3. Question—That the Bill be recommitted for the reconsideration of clause 3—put and passed.

The Senate resolved itself into a Committee accordingly.

In the Committee.

Clause 3 reconsidered— Senator Barnes moved—That the House of Representatives be requested to amend the clause by adding the following new paragraph after paragraph (/), viz. :— “ (

carrying out his duties.”

9. Suspension of Standing and Sessional Orders.—The Minister for Defence (Senator Pearce) moved—That so much of the Standing and Sessional Orders be suspended as would prevent the War Gratuity Bill being passed through its remaining stages without delay. Question—put and passed, there being an absolute majority of the whole number of Senators

present, and no dissentient voice.

10. W ar Gratuity B ill.-— -The Minister for Defence (Senator Pearce) moved—That the Bill be now read a third time. Debate ensued. Question—put and passed. Bill read a third time and passed.

11. Australian I mperial F orce Canteens F unds B ill.— The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill.

Consideration resumed of clause 4 and the amendment moved thereon, viz., line 5, leave out “ trustees appointed by or under this Act ”. Question—put. Committee divided—

Senator Pratten moved an amendment, viz., after line 16 insert “ together with a representative from each State other than Victoria,”. Debate ensued. Question—put. Committee divided—

At half-past six p.m. the sitting of the Senate was suspended till eight p.m.

Sitting, interrupted by the suspension, resumed.

12. P ostponement.—Ordered—That Order of the Day No. 1, Private Business, be postponed till this day fortnight.

lb. P aper to be P rinted.—Senator Foil moved—That the Paper, “ Royal Commissions— Personnel and C ost: Return,” laid on the Table of the Senate this day, be printed. Question—put and passed.

14. A ustralian I mperial F orce Canteens F unds B ill.— The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill.

In the Committee.

Clause 5 further considered— On motion of the Minister for Defence (Senator Pearce), the following amendment was made, viz., after sub-clause (1.) insert the following new sub-clause :— “ ( 1 a .) The trustees shall hold office during the pleasure? of the Governor-General.”

Clause 5, as amended, agreed to. .

Clauses 6-10 agreed to. Postponed clause 2 agreed to. Title agreed to. Bill to be reported with an amendment.

The President resumed the Chair ; and Senator Shannon, from the Committee, reported accordingly. Ordered—That the Bill, as reported, be considered to-morrow.

15. A djournment.—The Minister for Repatriation (Senator Millen) moved—That «the Senate do now adjourn. Debate ensued. Question—put and passed.

The Senate adjourned at fourteen minutes past eight p.m. till to-morrow at eleven a.m.

16. Attendance.—Present, all the Members except Senators Bakhap, Barker, Bolton, Ferricks (on leave), Grant, Guy (on leave), Lynch, Maughan, McDougall (on leave), Mulcahy (on leave), and Needham.
