1 Meeting of S enate.—The Senate met at eleven a.m., pursuant to adjournment.

2. PRAYERS.

3. Questions.— Questions on notice were answered.

4. L eave of A bsence.—Senator Gardiner, pursuant to notice, moved—That two months’ leave of absence be granted to Senator McDougall on the ground of ill-health. Question—put and passed.

5. W ar Gratuity B ill.—The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill

In the Committee.

Clause 2 further considered and agreed to. Clause 3 read— Senator Gardiner moved—That the House of Representatives be requested to amend the clause by leaving out in lines 26-27 the words “ (other than a member of the Auxiliary Service^,"·

Request for amendment negatived accordingly. Senator Gardiner moved—That the House of Representatives be requested to amend the clause by adding after paragraph (d) the following new paragraph, viz. :— “ (dd) All members of the Mercantile Marine who served in the war zone or engaged in

transport of troops, foodstuffs, or munitions, or other commodities for war purposes Debate ensued.

At one p.m. the sitting of the Committee was suspended till half-past two p.m.

Debate, interrupted by the suspension of the sitting, resumed.

Senator Pratten moved the following amendment, viz., in paragraph (e) leave out all words after “ Australia ” in line 44 to end of paragraph, and insert “ for service overseas Debate ensued.

Senator Gardiner moved—That the House of Representatives be requested to amend the clause by adding after paragraph (/) the following new paragraph :— “ (g) Those persons who embarked for service abroad from the Commonwealth between the 4th August, 1914, and the 28th June, 1919, for the manufacture and supply of

munitions and war provisions ; also persons retained by the Commonwealth Defence Department for war service occupation abroad.” Debate ensued.

Clause 4 read— On motion of the Minister for Defence (Senator Pearce) the following amendments were made, after debate, viz. :— Page 3, line 22, after “ person ” insert “ or any bounty paid or payable by that Government upon

the re-engagement of that person in the Imperial Forces.” Page 3, at end of clause add the following new sub-clause :— “ (5.) From the total amount payable, in pursuance of this section, in respect of the service of any person who has transferred from the Commonwealth Naval or Military Forces

to the Imperial Forces or the Indian Army, there shall be deducted the amount of any war gratuity paid or payable by the Imperial Government or the Indian Government to or in respect of the service of that person.” Clause 4, as amended, agreed to.

Clause 5 read— Ruling of Chairman.—The Chairman (Senator Shannon) ruled that certain remarks of Senator Gardiner, who was addressing the Committee, were not in order.

Dissent from Chairmans Ruling.—And Senator Gardiner having objected, in writing, to the decision of the Chairman, the Chairman left the Chair.

The Senate resumed, and the matter was laid before the President.

Riding of President.—The President upheld the Chairman’s ruling.

Dissent from President’s Ruling.—Senator Gardiner moved—That the President’s ruling be dissented from.

Senator Gardiner moved—That the question requires immediate determination. Question—put. The Senate divided. And there being no Senator on the side of the Noes, it was resolved in the affirmative.

I t being four o’clock p.m., the President, under Sessional Order, put the Question—That the Senate do now adjourn. The Senate divided— Ayes, 5.

The Committee resumed. Senator Gardiner, in compliance with the Chairman’s ruling, withdrew the words to which objection had been taken previously in the Committee. To report progress and ask leave to sit again.

The President resumed the C hair; and Senator Shannon, from the Committee, reported that the Committee had further considered the Bill and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again on the next day of sitting.

6. N o tic es o f M o t io n .—The Vice-President of the Executive Council (Senator Russell), by leave, gave three Notices of Motion.

7. Adjournment.—The Minister for Defence (Senator Pearce) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed.

The Senate adjourned at thirty-one minutes past four p.m. till Wednesday next at three p.m.

8. Attendance.—Present all the Members except Senators- Barker, Fairbairn Ferricks, Guy (on leave), Keating, Lynch, Maughan, McDougall (on leave), Millen, Mulcahy (on leave), Needham, and O’Keefe. ·
