JOURNALS OF THE SENATE.

WEDNESDAY, 17th MARCH, 1920.

1. M feting of Senate.—'l'lie Senate met at three p.m., pursuant to adjournment.

2. PRAYERS.

3. P apers.—The President laid on the Table the following Paper, viz. :— Pursuant to Statute— Commonwealth Bank Act.—Aggregate Balance-Sheet of Commonwealth Bank of Australia at 31st December, 1919; together with Auditor-General’s Report thereon.

The Minister for Repatriation (Senator Milieu) laid on the Table the following Papers, viz. :— By Command— Treaty of Peace between the Allied and Associated Powers and Austria—Protocol of Signature, signed at Saint-Germain-eu-Laye, 10th September, 1919.

Pursuant to Statute—■ Audit Act— Regulations amended.—Statutory Rules 1920, No. 8. Transfer of Amount approved by the Governor-General in Council—Financial Year

1918-19—Dated 4th February, 1920. Lands Acquisition Act.—Land acquired at— Bruce Rock, Western Australia—For Postal purposes. Kuridala, Queensland—For Postal purposes.

Waikerie, South Australia—For Postal purposes. Public Service Act— Appointment of J . K. Davis as Director of Navigation, Department of Trade and Customs.

Regulations amended.—Statutory Rules 1920, No. 36.

4. Questions.—Questions on notice were answered.

5. Message from the H ouse of R epresentatives.—Supply Bill (No. 4) 1919-20.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 1.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to grant and apply a sum out of the Consolidated Revenue Fund for the service of the year ending the thirtieth day of June One thousand nine hundred and twenty,” with which it desires the concurrence of the Senate. /-

6. Suspension of Standing and Sessional Orders.—The Minister for Repatriation (Senator Millen) moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Supply Bill (No. 4) 1919-20 being passed through all its stages without delay. Debate ensued. '

Question—put and passed, there being an absolute majority of the whole number of Senators present, and no dissentient voice.

7. Supply Bill ( N o. 4) 1919-20.—The Minister for Repatriation (Senator Milieu) moved—That the Bill be now read a first time. Question—put and passed. Bill read a first time. Senator Millqn moved—That the Bill be now read a second time.

Debate ensued. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.

In the Committee.

Clauses 1-4 agreed to. Schedule debated.

At half-past six p.m. the sitting of the Committee was suspended till eight p.m.

Debate, interrupted by the suspension of the sitting, resumed. Schedule up to and including Postmaster-General’s Department agreed to. To report progress and ask leave to sit again.

The President resumed the Chair ; and Senator Shannon, from the Committee, reported that the Committee had considered the Bill, and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again to-morrow.

8. P apers.—The Minister for Repatriation (Senator Milieu) laid on the Table the following Papers, viz. :— By Command—· Sugar : Report of Conference between Representatives of the Queensland Sugar Industry, and Queensland and Commonwealth Governments, held at Sydney, 15th and 16th

March, 1920. Wool-tops: Memorandum re position in connexion with manufacture for export and Australian consumption, and precis of agreement between the Commonwealth Govern­ ment and the Colonial Wool-combing Company. ·

9. A djournment.—The Minister for Repatriation (Senator Milieu) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed.

The Senate adjourned at twenty-six minutes past ten p.m. till to-morrow at three p.m.

10. Attendance.—Present, all the Members except Senators Bakhap, Bolton, Derricks, Gardiner, Grant, Guy (on leave), Keating, Maughan, McDougall, Mulcahy, Needham, and Pratten.
