1. Meeting of S enate.—The Senate met at three p.m., pursuant to adjournment.
2. PRAYERS.
3. P apers.—The Acting Minister for Defence (Senator Russell) laid on the Table the following Papers, viz. :— Pursuant to Statute— â¢Arbitration (Public Service) Act 1911.—Orders, dated 3rd October, 1919, of the
Commonwealth Court of Conciliation and Arbitration, and other documents, in connexion with awards or valuations of awards in the following cases :— Australian Commonwealth Public Service Clerical Association. Commonwealth Temporary Clerks’ Association.
4. Questions.—Questions on notice were answered.
5. Message from the H ouse of R epresentatives.—Appropriation (Works and B uildings) Bill 1919-20.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 110.
The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to grant and apply a sum out of the Consolidated Revenue Fund for the service of the year ending the thirtieth day of June One thousand nine hundred and twenty for the purposes of Additions, New Works, Buildings, Ac., and to appropriate such sum,” with which it desires the concurrence of the Senate.

Suspension of Standing and Sessional Orders.—The Acting Minister for Defence (Senator Russell), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as’would prevent the Appropriation (Works and Buildings) Bill 1919-20 being passed through all its stages without delay. ‘ â ' .

7. Appropriation (Works and Buildings) Bill 1919-20.—The Acting Minister for Defence (Senator Russell) moved—That the Bill be now read a first time Question—put and passed. Bill read a first time, and second reading made an Order of the Day for the next day of sitting.
8. Commonwealth E lectoral B ill 1919.—The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill.
In the Committee. â
Clause 3 further considered. Senator Lieut.-Col. O’Loghlin moved an amendment, viz., line 27, after “ ballot-papers” insert “ in the name of the Political Party to which they belong ”. .
Debate ensued. Clause postponed. Clause 4 read — Senator Gardiner moved an amendment, viz., line 16, leave out “ deposit ”, â Question—That the word proposed to be left out be left out—put. . . . .

Amendment negatived accordingly. On motion of the Acting Minister for Defence (Senator Russell) the following amendment was made,, after debate, viz., lines 21-25, leave out paragraph (a), and insert the following new paragraph “ (a) in the case of a Senate election, if, in respect of the last vacancy requiring to be filled,
the number of votes received by him up to the time of his exclusion is more than one fifth of the number of votes received, up to the time of the filling of the vacancy, by the candidate who is elected thereto ; or ”.
Clause 4, as amended, agreed to. ·
Clauses 5 and 6 agreed to. Clause 7 postponed. Clauses 8 and 9 agreed to.
Clause 10 read— .
Senator Needham moved an amendment, viz., line 31, leave out “ not less than the prescribed! number of ”. .

Clause 12 read—
On motion of Senator Russell’the following amendment was agreed to, after.debate, viz., page 8, after line 21 insert the following proviso :— .
“ Provided that,'in the application of paragraphs (c) and (d) of the last preceding sub-section, any reference to first preference votes shall be read as a reference to all the votes counted to a candidate in pursuance of this sub-section.” Clause 12, as amended, agreed to. .
Clause 13 agreed to.
Clause 14 read— On motion of Senator “Russell, the following amendments were made, after debate, viz., under the heading “ Directions ”— Line 1, leave out “ should ” insert “ m ust”.
Line 8, before “ may ” insert “, if there are any more candidates,”. Line 9, leave out “ more candidates ” insert “ of them .
Senator Russell moved the following further amendment, viz., under the heading “ Candidates”, leave out the letters “ (A) ” “ (B) ” and “ (C)” wherever occurring, and Note at end of clause. Debate ensued.

preference is more than one-tenth of the average number of first preference votes polled by the successful candidates in the election ; or ”.

Suspension of Standing and Sessional Orders.—The Acting Minister for Defence (Senator Russell), pursuant to contingent notice, moved—That so much of, the Standing and Sessional Orders be suspended as would prevent the Commonwealth Electoral Bill 1919 being passed through its remaining stages without delay. Question—put and passed. ‘
10. Commonwealth E lectoral Bill 1919.—The Acting Minister for Defence (Senator Russell) moved —That the Report from the Committee of the Whole on the Bill be adopted. Question—put and passed. Senator Russell moved—That the Bill be now .read a third time. Debate ensued. Question—put and passed. - Bill read a third time and passed.
11. A djournment.—The Senate adjourned at twelve minutes past â eleven p.m. till to-morrow at eleven a.m. · · ’
