1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.
2. PRAYERS.
3. P ublic Works Committee.—Senator Newland brought up the following Report from the Parlia mentary Standing Committee on Public Works, viz. :— Report, together with Minutes of Evidence and an Appendix, relating to the proposed erection of Commonwealth Note Printing Offices.
4. P apers.—The Acting Minister for Defence (Senator Russell) laid on the Table the following Papers, viz. :— Pursuant to Statute— ·
Customs Act 1901-1916— Proclamation, dated 1st October, 1919, prohibiting exportation (except under certain conditions) of Animal Fertilizers and Superphosphates, No. 233. â Defence Act 1903-1918.—Regulations amended.—Statutory Rules 1919, No. 245. Lands Acquisition Act 1906-1916.—Land acquired at Ivanhoe, Victoria—For War Service Homes purposes. 5. Questions.—Questions on notice were answered. 6. Notice of Motion W ithdrawn.—Notice of Motion No.. 4, Private Business, was withdrawn. 7. Message from the H ouse of R epresentatives.—I ncome Tax Bill 1919.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 105. The House of Representatives transmits to. the Senate a Bill intituled “ A Bill for an Act to impose Taxes upon Incomes,” with which it desires the concurrence of the Senate. -. W. Elliot J ohnson, House of Representatives, Speaker. Melbourne, 9th October, 1919, . 8. Suspension of Standing and Sessional Orders.—th e Acting Minister .for Defence (Senator Russell), pursuant to contingent notice, moved—That so much of the Standing and Sessional ' Orders be suspended as would prevent the Income Tax Bill 1919 being passed through all its stages without delay. Debate ensued. Question—put and passed. ' 9. I ncome Tax Bill 1919.—The Acting Minister for Defence (Senator Russell) moved—That the Bill be now read a first time. Question—put and passed. Bill read a first time, and second reading made an Order of the Day for the next day of sitting. 10. Message from the H ouse of R epresentatives.—Constitution Alteration (Legislative Powers) Bill.—The following Message from the House of Representatives was received and read :— Mr. P resident, Message No. 106. The House of Representatives acquaints the Senate that it has agreed to the amendments made by the Senate in the Bill intituled “A Bill for an Act to alter Section fifty-one of the Constitution.” ' > W. The House of Representatives acquaints the Senate that it has agreed to the amendment ⢠made by the Senate in the Bill intituled “ A Bill for an Act to alter the Constitution.” - W. Commonwealth E lectoral Bill 1919.—The Acting Minister for Defence (Senator Russell), according to Order, moved—That the Bill be now read a second time. Debate ensued. Senator Pratten moved an amendment, viz., leave out all the words after the word “ That ’’ and insert “ the Bill is unsatisfactory to the Senate inasmuch as it does not provide for Proportional Representation."'’ , ' Debate ensued. At half-past six p.m. the sitting of the Senate was suspended till eight p.m. Debate, interrupted by the suspension.of the sitting, resumed. ' The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill. 423 N o . 133.—15lh October, 1919. In the Committee. Clauses 1 and 2 agreed to. Clause 3 read. To report progress and ask leave to sit again. The President resumed the Chair ; and Senator Shannon, from the Committee, reported that the Committee had considered the Bill and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again to-morrow. 13. Message from the H ouse of R epresentatives .—L and Tax Bill 1919.—The following Message from the House of Representatives was received and read :— ’ Mr. P resident, Message No. 108. The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘ Land Tax Act 1918,’ ” with which it desires the concurrence of the Senate. ⢠W. The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘ Entertainments Tax Act 1916-1918,’ ” with which it desires the concurrence of the Senate. W.
