1. Meeting of Senate.—The Senate met at eleven a.m., pursuant to adjournment..

2. PRAYERS. .

3. Questions—Questions on notice were answered.

4. Commonwealth E lectoral Bill 1919.—The Acting Minister for Defence (Senator Russell), pursuant to notice, moved—That leave be given to introduce a Bill for an Act to amend the “ Commonwealth Electoral Act 1918.” ·

Question—put and passed.

0. Discharge of Order of the Day.—Ordered—That Government Business, Order of the Day No. 5, be discharged.

0. Postponement.—Ordered—That Private Business, Notice of Motion No. 1, be made an Order of the Day for Thursday next.

7. Message from the House of Representatives.—Constitution Alteration (Legislative Powers) Bill.—The following Message from the House of Representatives was received and read :— M il P resident, - Message No. 103.

. The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to alter Section Fifty-one of the Constitution,” with which it desires the concurrence of the Senate.

Suspension of Standing and Sessional Orders.—The Acting Minister for Defence (Senator Russell), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Constitution Alteration (Legislative Powers) Bill being passed through all its stages without delay. Debate ensued. ·

Question—put and passed. ·

9. Constitution Alteration (Legislative Powers) Bill.—The Acting Minister for Defence (Senator Russell) moved—That the Bill be now read a first time. Question—put and passed. Bill read a first time. -

The Acting Minister 'for Defence moved—That the Bill be now read a second time. On motion of Senator Gardiner, the debate was adjourned. • Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

10. Nauru Island Agreement Bill.—The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill. .

Clause 1 further considered and agreed to. Clause 2 agreed to. Clause 3 debated and postponed. A

Schedule considered.

At one p.m. the sitting of the Committee was suspended till half-past two p.m.

Debate, interrupted by the suspension of the sitting, resumed. To report progress and ask lea v eto sit again. '

The President resumed the Chair ; and Senator Shannon, from the Committee, reported that the Committee had further considered the Bill and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again on the next day of sitting.

11. Message from thk H ouse of Representatives .—Constitution Alteration (Nationalization of Monopolies) Bill—The following Message from the House of Representatives was received and read :— Mr. President, ........................................... - 1 Message No. 104.

12. 14. Commonwealth E lectoral Bill 1919.—The Acting Minister for Defence (Senator Russell), pursuant to leave granted this day, brought up a Bill for an Act to amend the Commonwealth Electoral Act 1918. '

Bill read a first time, and second reading made an Order of the Day for the next day of sitting.

15 Governor-Genf.ral’s Message.—Lighthouses Bill and Trade Marks Bill.—The following Message from His Excellency the Governor-General was presented, and the same was read by Mr. President:— R. M. FERGUSON, ’

as finally passed by the. Senate and the House of Representatives of the Commonwealth, having , been presented to the Governor-General for the Royal Assent, His Excellency has, in the name and On behalf of His Majesty, assented to the said Acts. '

17. Adjournment.— I t being four o’clock p.m., the President, under Sessional Order, put the Question— That the Senate do now adjourn. Question—put and passed. The Senate thereupon adjourned till Wednesday next, at three p.m.
