1. Meeting of Senate.—The Senate met at eleven a.Ïη., pursuant to adjournment.
2. PRAYERS.
3. The Lath General Louts Botiia.—-The Minister for Repatriation (Senator Millen), by leave of the Senate, moved—That the Senate of tl^e Commonwealth of Australia expresses its sorrow at the loss which lias befallen the British Empire in general, and the Union of South Africa in particular, by the death of the Right Honorable the Prime Minister of the Union, General Louis Botha, patriot, soldier, statesman, and empire builder, and extends its sympathy to the people of the sister Dominion. And the motion having been seconded by Senator McDougnll, .
And all Senators present having risen, in silence— Question—passed unanimously. ·
4. Question.—Question on notice answered.
5. Leave of Absence.-—Senator O’Keefe, pursuant to notice, moved—That leave of absence for two months be granted to Senator Guy on account of ill-health. Question—put ami passed.
6. Message from the H ouse of R epresentatives .— I mmigration Bill.—The following Message from the House of Representatives was received and read Mr. President, Message No. 97.
The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Art to amenl the ‘Immigration Act 1901-1912 with which it desires the concurrence of the Senate.

7. M essage from the H ouse of Representatives . — Moratorium Bill.—The following Message from the House of Representatives was received and read : -Mr. P resident, Mess&ge No. 98.
The House of Representatives acquaints the Senate that it has agreed to the amendments made by the Senate in the Bill intituled “ A Bill for an Act to continue in force certain Regulations intituled the ITar Precautions (Moratorium) Regulations and the War Precautions (Active Service Moratorium) Regulations. ”

8. Commercial Activities Bill.—The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill. '
In the Committee.
Consideration resumed of the Second Schedule, and the amendment moved thereto by Senator Lieut.-Col. O’Loghlin, viz., page 14, Regulation 10, add the following new sub regulation :— “ (3.) The Central Wool Committee shall make arrangements to enable bona fide country wool buyers to purchase wool to an amount equal to the average of wool purchased by them during the three years prior to the war.” Amendment negatived. Senator Flatten moved an amendment, viz., page 15, Regulation 1 8. (1), leave out “ or tops ”.

Amendment debated and negatived. Senator Pratten moved an amendment, viz., page 1G, after Regulation 21 insert the following new Regulation _
“ 21a. The city of Newcastle shall be a centre for the appraisement and sale of wool.” Amendment debated and negatived. '

Senator Ferricks moved an amendment, viz., page 16, after Regulation 21, insert the following new Regulation : — “ 21a. The city of Rockhampton and the city of Townsville shall be centres for the appraisement of wool.” _ ·

Senator Pratten moved an amendment, viz., page 16, Regulation 24, at end of Regulation add “ with due regard to the incidence of all interests affected and so that all trade
methods and customs in practice in the period prior to the date the War Precautions (Wool) Regulations were made shall be permitted where not inconsistent with this Act or any Regulations â¢made hereunder supplementary thereto and so that adequate provision is made for the treatment by scouring combing and carbonizing of the largest, quantity of wool possible within the Common
wealth.” ,
Amendment debated and negatived. Senator Pratten moved an amendment, viz., page 16, Regulation 25a. (1) leave out “ any member of the Committee,or any other person,” and insert “ with the consent of the Prime Minister, the Auditor-General or one of his officers ”.
Debate ensued. »
At one p.tn. the sitting of the Committee was suspended till half-past two p.m.
Debate, interrupted by the suspension of the sitting, resumed. Regulation 25a and proposed amendment postponed. Senator Pratten moved an amendment, viz., page 16, Regulation 25b, after “ behalf ” insert “ and with the approval ”.
Debate ensued. Amendment, by leave, withdrawn. â The Third Schedule read. .
Senator Pratten moved an amendment, viz., page 19, Regulation 5, line 2 of proviso, leave out “ by consent of the Central Committee ”. Amendment debated and negatived. Regulation 19a, page 22, debated and postponed. . The Fourth and Fifth Schedules agreed to.
The Second Schedule again read— Proposed amendment to Regulation 25a (page 16) withdrawn. Schedule agreed to. "
-The Third Schedule again read and agreed to. Preamble agreed to. Title agreed to. ·
Bill to be reported without amendment. ' .
The President resumed the Chair ; and Senator Shannon, from the Committee, reported accordingly. The Minister for Repatriation (Senator Millen), pursuant to contingent notice, moved—That so much of the Standing and Sessional Orders be suspended as would prevent the Commercial Activities Bill being passed through its remaining stages without delay.
Question—put and passed. The Acting Minister for Defence (Senator Russell) moved—That the Report from the Committee on the Bill be adopted. Question—put and passed. Senator Russell moved—That the Bill be now read a third time.
Debate ensued. Question—put and passed. Bill read a third time and passed.
9. P aper.—-The Minister for Repatriation (Senator Millen) laid on the Table the following Paper, viz. :— ,
Pursuant to Statute— Public Service Act 1902-1918.—Regulations amended.—Statutory Rules 1919, No. 180.
10. Next Meeting of Senate.—The Minister for Repatriation (Senator Millen) moved—That the Senate, at its rising, adjourn till Wednesday, 10th September next, at three p.m. Debate ensued. Question—put and passed.
11. Adjournment. —The Minister for Repatriation (Senator Millen) moved—That the Senate do now adjourn. Debate ensued. ' .
