1. Meeting of S enate.—The Senate met at eleven a.m., pursuant to adjournment.

3. P aper.—The Minister for Repatriation (Senator Millen) laid on the Table the following Paper, viz.:— By Command— Trusts : Report of Committee appointed by Minister of Reconstruction. (Paper presented
to British Parliament.)
The Acting Minister for Defence (Senator Russell) laid on the Table the following Paper, viz. :— Pursuant to Statute— Defence Act 1903-1918.—Regulations aniended.-^-Statutory Rules 1919, No. 196.
4. Questions.—Questions on notice were answered.
5. P ostponements.—Ordered—That the following Private Business be postponed until Thursday next, viz. : Notice of Motion No. 1 ; Order of the Day No. 1.
6. Standing Orders Committee : Second R eport (Time L imit to Speeches).—Order of the Day read for the consideration of the Report from the Committee of the Whole, agreeing, with amendments, to the proposed new Standing Order relating to Time Limit to Speeches, which, as amended, is as follows :—
No Senator shall speak for more than one hour in any debate in the Senate, except that in the debate on the Addvess-in-Reply, or on the first reading of a Bill which the Senate may not amend, or in moving the second reading of a Bill, he shall be at liberty to speak for one hour and a half. Any Senator may move that the limit of one hour or of one hour and a half may be extended for thirty minutes ; such motion shall forthwith be put without debate.
In Committee no Senator shall speak for more than a quarter of an hour at any one time on any one question. . The Minister for Repatriation (Senator Millen) moved—That the Report be adopted. Debate ensued.

At one p.m. the sitting of the Senate was suspended till half-past two p.m.
Debate, interrupted by the suspension of the sitting, resumed. On motion of Senator Gardiner the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.
