1. M eeting of Senate.—The Senate met at three p.m., pursuant to adjournment. ,
2. PRAYERS..
3. Ministerial Statement.—The Minister for Repatriation (Senator Millen), by leave, made a statement informing the Senate that it was proposed to arrange for an adjournment of Parliament from Friday, 29th instant, until 10th September next.

The Acting Minister for Defence (Senator Russell) laid on the Table the following Papers, viz. :— Pursuant to Statute— ' Defence Act 1903-1918.—Regulations amended.—Statutory Rules 1919, No. 188— No. 189.
5. Q uestions.—Questions on notice were answered.
â¢6. Postponement.—Ordered—That Private Business, Notice of Motion No. 1, be postponed until Wednesday, 10th September next.
7. L ighthouses B ill.—The Acting Minister for Defence (Senator Russell), according to Order, moved— That the Bill be now read a third time. '

8. Standing Orders Committee : Second R eport.—The Senate, according to Order, resolved itself into a Committee for the consideration of the Second Report from the Standing Orders Committee, presented to the Senate on 7th August, 1919, recommending the adoption of a New Standing Order relating to Time Limit to Speeches.
In the Committee.
Senator Givens moved—That the proposed Standing Order, which is as follows :— No Senator shall speak for more than one hour at a time in any debate in the Senate except that in the debate on the Address-in-Reply, or on the first reading of a Bill which the Senate may not amend, or in moving the second reading of a Bill, he shall be at liberty to speak for one hour and a half. Any Senator may move that the limit of one hour or of one hour and a half may be extended for thirty minutes ; such motion shall forthwith be put without debate.
In Committee no Senator shall speak for move than a quarter of an hour at any one time, or more than twice on any one question before the Committee : provided that no limitation shall apply in Committee to a Senator in charge of a Bill, or to any Senator during the proceedings in Committee on the Tariff, or to a Minister of the Crown, in Committee on an Appropriation'or a Supply Bill, in regard to the number of his speeches in connexion with any Departments which he represents.— be agreed to. .
Debate ensued. To report progress and ask leave to sit again. '
The President resumed the Chair; and Senator Newland, from the Committee, reported that the Committee had considered the Report and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again at a later hour of the day.

9. Distinguished Visitor.—By leave of the Senate, the President admitted to a seat on the floor of" - the Senate, Admiral Viscount jellicoe of Scapa, G.C.B., O.M.,'G.C. V.O., R.N.
10. Standing Orders Committee : Second R eport.—The Senate, according to Order, resolved itself" into a Committee for the further consideration of the Second Report from the Standing Orders Committee, presented to the Senate on 7th August, 1919, recommending the adoption of a new Standing Order relating to Time Limit to Speeches.

Debate resumed on the motion by Senator Givens -T hat the. proposed Standing Order be agreed to. - Senator Needham moved an amendment, viz., that paragraph 2 of the proposed Standing Order be left out. Debate ensued.
Amendment, by leave, withdrawn. .
Senator Keating moved an amendment, viz., that the Report be referred back to the Committee fo r reconsideration— (a) generally in association with present Standing Order 431 ; " (b) specially as to paragraph 2 of the Report. Debate ensued. '
At half-past six p.m. the sitting of the Committee was suspended till eight p.m.
Debate, interrupted by the suspension of the sitting, resumed. Amendment, by leave, withdrawn.
Senator Pratten moved an amendment, viz., line 1, after “ hour ” insert “ and a half”. Debate ensued. Question—That the words proposed to be inserted be so inserted—put. Committee divided— '
